Գյումրին դեռ հնարավորություն ունի վերականգնելու իր դիրքը «Քաղաքապետարանի դաշնագիր՝ Արևելք» ծրագրում

«Եվրոպական միության էներգաարդյունավետության օրեր Հայաստանում» միջոցառումների շրջանակում հուլիսի 4-ին Գյումրու քաղաքապետարանում տեղի ունեցավ «Համայնքային գործողություններ՝ էներգաարդյունավետության ապահովման և կլիմայի փոփոխության հարմարվողականության բնագավառում» սեմինար-քննարկումը՝ թիրախային համայնքների հետ: Հանդիպումների ընթացքում ներկայացվում է «Քաղաքապետերի դաշնագիր՝ Արևելք» ծրագրի մանրամասները, էներգախնայողությանը և էներգաարդյունավետությանն ուղղված հիմնական միջոցառումները, որոնք կարող են քաղաքներն իրականացնել իրենց մոտ՝ շենքերում, քաղաքային լուսավորությունում և այլն: Համայնքներն էներգախնայողության հաշվին կկարողանան և՛ ֆինսական բեռը թեթևացնել, և՛ ավելի հարմարավետ պայմաններ ստեղծել:
Ինչպես տեղեկացնում է «Արմենպրես»-ը, թեև Գյումրին «Քաղաքապետարանի դաշնագիր՝ Արևելք» ծրագրին միացել է 2014 թվականին, սակայն, ժամանակին ծրագիրը չներկայացնելու պատճառով, նրա մասնակցությունը կասեցվել է, ինչը նշանակում է, որ քաղաքը չի կարող մասնակցել Եվրոպական միության կողմից ֆինանսավորվող այն ծրագրերին, որոնք ուղղված են աջակցելու համայնքների կայուն էներգետիկայի գործողությունների կատարմանը: Այդ ծրագրից կարող են օգտվել այն համայնքները, որոնք իրենց պարտականությունները կատարում են: Այս մասին տեղեկացրեց Հայաստանում «Քաղաքապետերի դաշնագիր՝ Արևելք» ծրագրի փորձագետ Արտեմ Խարազյանը:
«Ըստ ընթացակարգի, եթե 1 տարվա ընթացքում համայնքը չի կարողանում էներգետիկ զարգացման գործողության ծրագիրը մշակել, ապա տվյալ մասնակցությունը կասեցվում է: Այսինք, համայնքն ունի 1 տարի ծրագիրը նեկայացնելու, իսկ Գյումրին 2 տարի է այդ ծրագիրը չի ներկայացրել և նրա մասնակցությունը ծրագրին կասեցվել է 1 տարի առաջ»,-նշեց փորձագետ Արտեմ Խարազյանը՝ փաստելով, որ ներկա պահին ծրագրի մասնագետները աշխատում են Գյումրու մասնագետների հետ ծրագիրը մշակելու ուղղությամբ: Ծրագիրը մշակելուց և այն ներկայացնելուց հետո, Գյումրու անդամակցությունը կվերականգնվի: «Որքան տեղյակ եմ, համայնքն արդեն մշակել է ծրագիրը և սեպտեմբերին ավագանու նիստի հաստատմանը կներկայացվի այն, որից հետո Եվրոպական հանձնաժողովին, որպեսզի Գյումրու մասնակցությունը կվերականգնվի»,-նշեց փորձագետը: Հանդիպման ընթացքում ներկայացվեցին նաև ծրագրի հետ կապված այլ մանրամասներ
