«Թրանսփերենսի ինթերնեյշնլ» հակակոռուպցիոն ՀԿ-ի գործադիր տնօրեն Վարուժան Հոկտանյանին չեն զարմացնում պաշտոնատար անձանց ներկայացրած հայտարարագրերը և այստեղ արտացոլված գումարները: Նա Tert.am-ի հետ զրույցում նկատեց, որ «Ապօրինի հարստացման օրենք»-ն ուժի մեջ է մտել հուլիսի 1-ից և բացասական համարեց այն, որ օրենքը հետադարձ ուժ չունի:
«Դժբախտաբար քրեականացումը հետադարձ ուժ չունի: Առաջինը նշվում է, թե ինչ է համարվելու ապօրինի հարստացում, ինչ եկամուտ է, որքանը չպետք է գերազանցի և այլն: Հիմա խնդիրն այն է, որ պետք է սպասենք նոր հայտարարագրերն»,- ասաց նա:
Հոկտանյանը հիշեց՝ դեռևս 2002-2003 թվականներին ներկայացված հայտարարագրերը միայն ժպիտ էին առաջացնում, քանի որ թղթի վրա նախարարները և այլք զուտ չոր աշխատավարձով էին ապրում: Վերջինս մատնանշեց, որ եկող տարի կոռուպցիայի կանխարգելիչ մարմինը կգործի, որն, ի տարբերություն էթիկայի հանձնաժողովի, ավելի լայն հնարավորություններ կունենա այս կամ այն մարդու ֆինանսական հոսքերին հետևելու:
«Ի վերջո պարզվեց, որ էթիկայի հանձնաժողովն իրավասություններ չուներ, և դա էր պատճառներից մեկը, որ չեն կարող կանխել կոռուպցիան: Հիմա այս հանձնաժողովը, որը ստեղծվելու է, ունենալու է գործիքները: Կարծում եմ՝ պետք է նրանց համար հարկայինի, մաքսային տվյալների բազան մատչելի լինի, որպեսզի դրանով կարողանան բացահայտել»,- շարունակեց Հոկտանյանը:
Վարուժան Հոկտանյանը չբացառեց, որ նոր հայտարարագրերում ներկայիս խոշոր թվերը չեն լինի: Միևնույն ժամանակ ցավով խոստովանեց, թե ստացվում է, որ այն ինչ արվել է մինչև այս տարվա հունիսի 1-ը ներվում է, եթե անգամ հանցագործություն է:
«Ենթադրում եմ, որ դժվար թե հիման հայտարարագրերում խոշոր գումարներ տեսնենք, կամ այն, ինչ տեսնում էինք 2002-2003 թվականներին: Եթե տեսնենք, այդ ժամանակ պիտի հետևանք համապատասխան մարմինների քայլերին, թեպետ ասեմ, որ մինչ այս հայտարարագրերի մասով վարույթներ չեն եղել: Մաթեմատիկայի լեզվով ասած հավասարման մեջ փոփոխականն է կարևոր, հիմա փոփոխական այստեղ քաղաքական կամքն է: Կլինի քաղաքական կամք, կանխարգելիչ քայլեր կլինեն, չի լինի՝ամեն բան նույն կերպ կշարունակվի»,- եզրափակեց Վարուժան Հոկտանյանը:
