Եվրախորհրդարանի պատգամավոր Էլենի Թեոխարիուսը հայտարարություն է տարածել Ադրբեջանի կողմից հուլիսի 4-ին Լեռնային Ղարաբաղի շփման գծում իրականացված նոր սադրիչ գործողությունների վերաբերյալ: Հայտարարության մեջ նշվում է, որ հուլիսի 4-ին «Ադրբեջանի նախագահ Իլհամ Ալիևի բռնատիրական ռեժիմը, ում համար մարդկային կյանքը որևէ արժեք չունի, իր իսկ բնակչությանն օգտագործել է որպես կենդանի վահանն՝ խախտելով հրադադարի պահպանման ռեժիմը»:

«Ադրբեջանը համազարկային հրթիռային կայանքը տեղադրել է բնակեցված գյուղին շատ մոտ և օգտագործել է դա Լեռնային Ղարաբաղն արկակոծելու նպատակով: Սա Ադրբեջանի ներկայիս կառավարության արատավոր ու անմարդկային ռազմավարությունն է՝ քարոզչական նպատակով անգթորեն օգտագործել հասարակ ժողովրդի ողբերգությունը՝ խախտելով էթիկայի բոլոր նորմերը»,- նշել է եվրապատգամավորը:

Նա անհերքելի է համարել այն փաստը, որ նույն այդ կառավարությունը վճռականորեն մերժում է շփման գծում հետաքննական մեխանիզմների տեղադրումը, որը կարող է կանխել հրադադարի ռեժիմի խախտումները, անմեղ մարդկանց կարուստը և ստեղծել բարենպաստ մթնոլորտ բանակցությունների ու խաղաղության համար:

«Ես խորապես ցավում եմ ադրբեջանական կողմում անմեղ մարդկանց զոհվելու առնչությամբ: Միևնույն ժամանակ ես կոչ եմ անում բոլոր նրանց, ովքեր մտահոգված են իրադրությամբ, լինել օբյեկտիվ և լուռ չմնալ, երբ Ադրբեջանի զինված ուժերը Լեռնային Ղարաբաղում «Իսլամական պետություն» խմբավորման ոճով գլխատում են մարդկանց, նրանց մարմնի մասերը սոցիալական մեդիայում ցուցադրում են որպես հաղթական ավար և խեղում են 90-ամյա հայ քաղաքացիների մարմինները, ինչպես դա տեղի ունեցավ 2016 թվականի ապրիլին»,- ասվում է Թեոխարիուսի հայտարարության եզրափակիչ հատվածում:

Հուլիսի 4-ին Արցախի և Ադրբեջանի հակամարտ զորքերի շփման գծի տարբեր հատվածներում հակառակորդը շարունակել է խախտել հրադադարի պահպանման ռեժիմը: Մասնավորապես, ժամը 11:30-11:35 սահմաններում արևելյան ուղղությամբ ադրբեջանական կողմը կիրառել է 82 միլիմետրանոց ականանետ (4 արկ), նույն հատվածում ժամը 12:45-12:55-ի սահմաններում՝ հաստոցավոր հակատանկային նռնականետ (3 արկ), հարավային ուղղությամբ՝ ժամը 13:35-ին 60 միլիմետրանոց ականանետ (3 արկ), 19:10-ին՝ 60 միլիմետրանոց ականանետ (2 արկ), իսկ 20:20-20:30-ի սահմաններում Ալխանլու գյուղում տեղակայված ռազմակայանից ադրբեջանական զինուժը ՏՌ-107 տիպի համազարկային հրթիռային կայանքներից (5 արկ) կրակ է բացել հարավային ուղղությամբ գործող զորամասերից մեկի հրամանատարական կետի ուղղությամբ՝ 20:48-ին կիրառելով նաև 82 միլիմետրանոց ականանետ (3 արկ):
 
Հակառակորդի նախահարձակ ակտիվությունը ճնշելու համար ՊԲ առաջապահ զորամասերը ժամը 20:31-20:40-ի սահմաններում ստիպված են եղել ձեռնարկել պատասխան գործողություններ, ինչի արդյունքում վնաս է հասցվել Ալխանլու գյուղում տեղակայված կրակակետին: ՊԲ համապատասխան ծառայությունների կողմից տրամադրված հավաստի տվյալներով, հակառակորդն ունի կորուստներ: Ադրբեջանական սադրիչ գործողությունների արդյունքում ՊԲ-ն կորուստներ չի ունեցել:
 
Ադրբեջանական կողմը հայտարարել է քաղաքացիական անձանց շրջանում երկու զոհի և մեկ վիրավորի  մասին:
