Ընտրությունների ընթացքում, ընդհանուր առմամբ, հարգվել են հիմնական ազատությունները. ԵԱՀԿ ԺՀՄԻԳ-ը հրապարակել է ՀՀ խորհրդարանական ընտրությունների վերաբերյալ զեկույցը

Հուլիսի 2-ին ԵԱՀԿ Ժողովրդավարական հաստատությունների և մարդու իրավունքների գրասենյակը հրապարակել է ՀՀ-ում ապրիլի 2-ին կայացած խորհրդարանական ընտրությունների դիտարկման արդյունքներով կազմված վերջնական զեկույցը։

Զեկույցում ասվում է, որ ընտրությունների ընթացքում, ընդհանուր առմամբ, հարգվել են հիմնական ազատությունները, և թեկնածուները հնարավորություն են ունեցել առանց սահմանափակումների քարոզարշավներ անցկացնել: Ուշադրություն դարձնելով ընտրական գործընթացում հանրային վստահության ընդհանուր բացակայության վրա՝ զեկույցի հեղինակները կոչ են արել իշխանություններին և քաղաքական կուսակցություններին ջանքեր գործադրել՝ կանխելով ձայների վաճառքը և քաղաքացիների վրա ճնշում գործադրելու ցանկացած տեսակ՝ օրինակ, քարոզչական միջոցառումներին մասնակցելը կամ հատուկ ձևով քվեարկելը:

Զեկույցում ողջունվում են վերջին իրավաբանական բարեփոխումները և առաջարկվում է հասցեագրել օրենքի մնացած բացթողումները և երկիմաստությունները՝ ներառյալ քարոզչությունը, քարոզարշավների ֆինանսական կողմի կարգավորումները, ինչպես նաև՝ բողոքների և բողոքարկումների օրինավոր կազմակերպումն ու ժամկետները: Օրենքի միասնական կիրառումն ապահովելու համար զեկույցի հեղինակները Կենտրոնական ընտրական հանձնաժողովին խորհուրդ են տալիս հստակ որոշումների միջոցով հստակեցնել իրավական դրույթները և լրացուցիչ ուղղորդումներ տրամադրել ստորադաս հանձնաժողովներին:

Նշելով, որ ընտրությունները լավ կազմակերպված էին, զեկույցը քաջալերում է բարձրացնել քվեարկության հետ կապված ընթացակարգերի հասանելիությունը ֆիզիկական հաշմանդամություն և թույլ շարժունակություն ունեցող մարդկանց համար: Զեկույցում նաև խորհուրդ է տրվում ավելի հասանելի և մատչելի կրթական նյութեր տրամադրել ընտրողներին:

Գովելով ընտրացուցակների բարելավված վիճակը՝ զեկույցի հեղինակներն իշխանություններին կոչ են անում շարունակել առանց ամբողջական հասցեի ընտրողների քանակի նվազեցմանն ուղղված միջոցները:

Հեղինակները դրական են գնահատել ընտրատեղամասերում ստորագրված ընտրաթերթիկների սկանավորումը և հրապարակումը՝ որպես ընտրակեղծարարության դեմ պայքարի կարևոր գործոն, սակայն իշխանություններին խորհուրդ են տվել միջոցներ ձեռնարկել՝ ընտրողների անհատական տվյալների գաղտնիությունը պահպանելու համար:

Քարոզարշավների ընթացքում լրատվամիջոցների գործունեության թերությունների մասին խոսելիս հեղինակները կոչ են անում հատուկ ուղեցույցներ սահմանել մեդիա վարքագծի վերաբերյալ՝ բարելավելով լրատվամիջոցների մոնիթորինգի մեթոդները և լրատվամիջոցները կարգավորող մարմնի լիազորությունները տարածելով պաշտոնական քարոզարշավի ժամանակաշրջանից դուրս: 

Քարոզչության ֆինանսավորման վերահսկողության արդյունավետությունը և թափանցիկությունը բարելավելու համար զեկույցի հեղինակները նշում են, որ Վերահսկման և աուդիտի ծառայությունը պետք է ունենա համապատասխան ռեսուրսներ, տեխնիկական գիտելիքներ և անկախություն:

Զեկույցի այլ առաջարկների թվում դիտորդական խմբերի ծանրաբեռնված ընթացակարգերի վերացումն է, որի նպատակն ընտրական գործընթացների լիարժեք թափանցիկության ապահովումն է:
