ՀՅԴ–ն պաշտպանել է  Բակո Սահակյանի թեկնածությունը անկախ այն բանից՝ ինչ կառավարման համակարգ է  Լեռնային Ղարաբաղի Հանրապետությունում։ Այս մասին NEWS.am–ի հետ զրույցում հայտարարել է Արմեն Ռուստամյանը՝ պատասխանելով հարցին,  թե ինչու սուպերնախագահական մոդելին «ոչ» ասող ՀՅԴ–ն թեկնածու չի առաջադրում եւ պաշտպանում է Բակո Սահակյանի թեկնածությունը առաջիկայում սպասվող ընտրություններում։  

«Նպատակահարմար չենք համարում, մենք պաշտպանել ենք Բակո Սահակյանին՝ անկախ նրանից՝ ինչ համակարգ է։ Ինչու պիտի մեր տեսակետը փոխենք,  եթե մեր համագործակցությունը շատ դրական է։  95 թվականի Սահմանադրությանն էլ ենք դեմ եղել, բայց չի նշանակում, որ արտագաղթել ենք Հայաստանից, շարունակել ենք մեր գործունեությունը»,- ասել է նա։

Անդրադառնալով այն մեկնաբանություններին, որ  Արցախում էլ Հայաստանի օրինակով է շարունակվում իշխանությունը եւ Բակո Սահակյանի միակ թեկնածու լինելու հանգամանքը վկայում է ժողովրդավարության բացակայության մասին, ՀՅԴ պատգամավորն ասել է. «Երբ որեւէ առարկություն չկա, ուրեմն դա խոսում է նրան մասին, որ Բակո Սահակյանը  վայելում է հարգանք եւ բավականին լուրջ տեղաշարժեր է արել ամբողջ պաշտոնավարման ընթացքում։ Անցումային շրջան է, հավերժ չի եւ անցումային շրջանում լուծում են էնտեղ գտել, եւ այլ խնդիրներ չենք տեսնում»։

 Ինչ վերաբերում է «Ելք» դաշինքի պատգամավոր Սասուն Միքայելյանի այն հայտարարությանը, որ   Հայաստանում եւ Արցախում խանություններ են եւ որ Սերժ Սարգսյանն է որոշում՝  ում թեկնածությունն առաջադրվի Արցախում, Ռուստամյան ասել է. «Շատ բան կարող է Սերժ Սարգսյանից կախված լինել, իսկ էդ կոնտեքստով  ով ասում է, նա էլ թող մեկնաբանի այդ խոսքերը, այդպիսով ջուր են լցնում թշանամու ջրաղացին, դա նշանակում է, որ իրենք ասում են՝ այնտեղ ամեն ինչ շինծու է, եթե շինծու է, ինչու են  Լեռնային Ղարաբաղի Հանրապետության անկախության հարց բարձրացնում, պաշտպանում»։

Հիշեցնենք, որ 2017-ի փետրվարին անցկացված սահմանադրական փոփոխությունների արդյունքում Արցախում հաստատվեց կառավարման լիարժեք նախագահական համակարգ: Նոր Սահմանադրության համաձայն՝ մինչեւ 2020 թվականը Արցախում պետք է կառավարի անցումային փուլի նախագահը, որին այս ամիս պետք է ընտրի խորհրդարանը: Արցախի Ազգային ժողովի 5 ուժերից 3-ը՝ իշխանության մաս կազմող «Ազատ Հայրենիքը» Հայ հեղափոխական դաշնակցությունը եւ «Արցախի Ժողովրդավարական կուսակցությունը» արդեն իսկ հայտարարել են, որ նախագահի պաշտոնում ցանկանում են առաջադրել Բակո Սահակյանի թեկնածությունը: Այսինքն՝ սպասվում է, որ Բակո Սահակյանը կստանա խորհրդարանի ճնշող մեծամասնության աջակցությունը: Անցումային նախագահի պաշտոնում ընտրվելու համար բավարար է 21 ձայնը։
