«Հայկական ժամանակ» թերթը գրում է. «Գյումրիում լարված իրավիճակ է: Այստեղ գրեթե յուրաքանչյուր շաբաթ աղմկահարույց դեպք է տեղի ունենում, որը լարված մթնոլորտ է ստեղծում քաղաքում: Գյումրիում «բեսպրեդելն» այնքան է տարածվել, որ աջ ու ձախ կրակում են, դանակահարում, վրաերթի ենթարկում և դիմում փախուստի: Հետաքրքիրն այն է, որ այս ամենը տեղի է ունենում քաղաքի կենտրոնում` բոլորի աչքի առաջ, այդ թվում՝ իրավապահ համակարգի աշխատակիցների:
Միայն վերջին երկու ամսվա ընթացքում Գյումրիում կրակոցի, դանակահարության մի քանի դեպք է տեղի ունեցել:
Կրիմինալ դեպքերին զուգահեռ Գյումրիում քաղաքացիների շրջանում անվստահություն և անլրջություն է հասունանում իրավապահ համակարգի նկատմամբ: Դատախազությունը և ոստիկանությունը, կարծես թե, անգործության են մատնված, կարելի է ասել, որ լրագրողները իրավապահներից ավելի օպերատիվ են արձանագրում կատարված հանցագործությունը, իսկ զավեշտն այն է, որ շատ դեպքերում քրեական գործեր են հարուցվում միայն մամուլի հրապարակումներից հետո…
Մնում է սեփական անձն անվնաս պահել սեփական միջոցներով, ինչպես անում է Գյումրու քաղաքապետ Սամվել Բալասանյանը: Վերջինս խստացրել է հատկապես Գյումրու քաղաքապետարանի ներսի անվտանգության հսկողությունը և հատկապես՝ 3-րդ հարկում, որտեղ գտնվում է իր աշխատասենյակը: Եթե նախկինում իրադարձություն լուսաբանելու համար կարելի էր քաղաքապետի աշխատասենյակ մտնել միայն նրա գործավարուհուն տեղեկացնելուց հետո, ապա այժմ մինչ քաղաքապետի աշխատասենյակ հասնելը`3-րդ հարկի մասնաշենքի հենց սկզբնամասում ինչ-որ անհայտ անձինք`քաղաքացիական հագուստով, պահանջում են քաղաքացիներին ներկայանալ, թե ով են ու ինչու են համարձակվել գալ, հասնել քաղաքապետի մոտ:
