Արդարադատության նախարարությունը աշխատանք է տանում քրեակատարողական համակարգի արդյունավետության բարձրացման ուղղությամբ

Քրեակատարողական համակարգի հենքը պետք է լինի անձի վերականգնողական արդարադատության գաղափարը: «Արմենպրես»-ի հաղորդմամբ` հուլիսի 11-ին լրագրողների հետ հանդիպման ժամանակ այս մասին ասաց ՀՀ արդարադատության նախարարի տեղակալ Սուրեն Քրմոյանը:
«Նախ պետք է վերականգել սոցիալական արդարությունը, այսինքն` անձը պետք է անխուսափելիորեն պատասխանատվություն կրի կատարած հանցանքի համար, բայց միևնույն ժամանակ նաև պետք է անձի նկատմամբ իրականացվի սոցիալական վերականգնողական աշխատանք` անել ամեն ինչ, որպեսզի անձը պատժի կրումից հետո վերադառնա որպես հասարակություն լիարժեք քաղաքացի, ինչն իր հերթին կնվազեցնի կրկնահանցագործությունը: Եվ այսուհետ քրեակատարողական համակարգի չափանիշը լինելու է այն, թե ինչքան անձանց ենք կարողացել վերասոցիալականացնել, և ինչքան մարդ է կրկնահանցագոծություն կատարել»,- ընդգծեց Քրմոյանը:
Ըստ Քրմոյանի` կոռուպցիոն ռիսկերը նվազեցնելու և, համապատասխանաբար համակարգի արդյունավետությունը ապահովելու համար քրեակատարողական հիմնարկներում ներդրվելու է էլեկտրոնային հարթակ, որտեղ ամբողջ փաստաթղթերի շրջանառությունը կատարվելու է էլեկտրոնային տարբերակով:
ՀՀ արդարադատության նախարարի տեղակալը նշեց, որ քրեակատարողական հիմնարկներում ներդրվելու են սոցիալական զբաղվածության օրենքում նախատեսված մասնագիտական վերապատրաստման ծրագրեր:
«Դա արվելու է անձին նոր գիտելիքներ և հմտություններ սովորեցնելու համար, որպեսզի ազատվելուց հետո նրա զբաղվածության խնդիրն ավելի հեշտ լուծվի»,- ասաց Քրմոյանը: Բարեփոխումներ են իրականացվելու քրեակատարողական հիմնարկների օպտիմալացման ուղղությամբ, որը վերաբերում է շենքային պայմաններին, ռեժիմներին, աշխատանքի կարգին և կառավարման մեթոդներին:
Արդարադատության նախարարությունը բարեփոխումներ է իրականացնում քրեակատարողական հիմնարկներում բուժհաստատությունների որակի և բուժանձնակազմի մասնագիտական մակարդակի բարձրացման ուղղությամբ:
«Պետք է այնպես անել, որպեսզի բուժօգնությունը լինի առնվազն այն ծավալով և որակով, ինչպես քաղաքացիական բուժհիմնարկներում է»,- ասաց Քրմոյանը:
Նախարարի տեղակալը նաև ասաց, որ բարեփոխումներ են իրականացվել քրեակատարողական ծառայողների աշխատանքի պայմանները և սոցիալական երաշխիքները ապահովելու ուղղությամբ:
