Կայացավ բանաստեղծ, արձակագիր, Հայաստանի գրողների միության անդամ Վահագն Մուղնեցյանի ծննդյան 70-ամյակին նվիրված միջոցառում: «Արմենպրես»-ի հաղորդմամբ՝ միջոցառումը կազմակերպվել էր ՀՀ մշակույթի նախարարության և Գրողների միության համատեղ նախաձեռնությամբ:

«Վահագն Մուղնեցյանի գրականությունն առանձնանում է իր ժամանակի գրականությանը բերած թարմ հոսանքով, երևակայությամբ, ժամանակակից կյանքի խորը իմացությամբ, նաև՝ հումորի այն չափաբաժնով, որն օգնում է թեթևորեն ընկալելու գրվածը: Նա եղել է ՀՀ զինված ուժերի 3-րդ բանակային միավորման հրամանատարի տեղակալ, փոխգնդապետ, 2000- 2007-ին՝ ՀՀ ՊՆ կենտրոնական սպայի տան պետ, նաև մարտական գործողությունների մասնակից է: Հանրապետական գրական մամուլում իր գործունեությունը սկսել է որպես լրագրող, եղել է նաև «Ոսկան Երևանցի» հրատարակչության գլխավոր խմբագիր: Ունի 6-ից ավել գիրք՝ «Զոհանվեր», «Տաբու», «Բազմաշավիղ», «Եկվորներ», «Ալիզ» և այլն»,-ասաց ՀՀ գրողների միության նախագահ Էդվարդ Միլիտոնյանն ու նշեց, որ նրա «Տաբու» վեպն արժանացել է ՀՀ Նախագահի մրցանակին:
Մուղնեցյանի ողջ ստեղծագործությունը՝ արձակը և բանաստեղծությունը, հայոց նորագույն գրականության կարևոր բաղկացուցիչ է: «Ալիզ»-ի վերջաբանի հեղինակ Ռուբեն Հովսեփյանն իրավացի էր, երբ նշում էր, որ Ալիզը ձեռքից ձեռք կանցնի, կընթերցվի ու կսիրվի: Սիրվել են նաև նրա մյուս ստեղծագործությունները»,-ասաց բանաստեղծ Վալերի Փիլոյանը:
Իր երգերով բանաստեղծին շնորհավորելու էր եկել նաև ՀՀ պաշտպանության նախարարության սպայի տան զորական համույթը՝ Արամ Գալստյանի ղեկավարությամբ:
2006-ին Վահագն Մուղնեցյանին շնորհվել է Երևանի Դատական փորձագիտության և հոգեբանության ինստիտուտի պրոֆեսորի կոչում, նույն թվականին արժանացել է ՀՀ Արվեստի ակադեմիայի ակադեմիկոսի կոչման: 2008-ին արժանացել է ՀՀ Մշակույթի նախարարության ոսկե մեդալի, «Եկվորներ» և «Ալիզ» վեպերի համար արժանացել է Հայաստանի գրողների միության Դերենիկ Դեմիրճյանի անվան մրցանակի, 2014 –ին՝ ՀՀ վարչապետի հուշամեդալի, ՀԳՄ գրական վաստակի մեդալի և բազմաթիվ այլ մեդալների՝ շնորհված ՀՀ պաշտպանության նախարարության կողմից:
