Արցախի նախագահի պաշտոնում Բակո Սահակյանի առաջադրումը հակաժողովրդավարական է. Խանումյան

Արցախի նախագահական ընտրություններում գործող նախագահ Բակո Սահակյանի առաջադրումը հակաժողովրդավարական է։ Այս մասին NEWS.am–ի հետ զրույցում հայտարարել է Արցախի «Հայկական վերածնունդ» կուսակցության առաջնորդ, պատգամավոր Հայկ Խանումյանը։
«Բակո Սահակյանի առաջադրումը ակնհայտ հակաժողովրդավարական քայլ է, հետընթաց է։ Սա նախագահի երրորդ ժամկետն է եւ Սահմանադրությունը հստակ ասում է, որ մեկ անձը չի կարող առավել քան երկու անգամ ընտրվել նախագահի պաշտոնում, այս մասին հստակ ամրագրված է թե՛ նախկին, թե՛ ներկա Սահմանադրության մեջ։ Ակնհայտ է, որ երրորդ անգամ առաջադրվելը հակասահմանադրական է եւ խայտառակ գործընթաց է, որը լուրջ խնդիրներ է առաջացնելու Արցախի համար»,–ասել է ընդդիմադիր պատգամավորը։
Վերջինս ընդգծել է, որ անցումային փուլում նախագահի պաշտոնում Բակո Սահակյանի առաջադրվելու անհրաժեշտության վերաբերյալ արդարացումները չեն տարբերվում Ադրբեջանի նախագահ Իլհամ Ալիեւի իշխանության երկարաձգման արդարացումներից։
«Իշխանությունը տարբեր մեկնաբանություներ է տալիս, բայց դա համարում եմ իրավական աճպարարություն եւ չեն տարբերվում աֆրիկյան երկրներից, որոնք փորձում են ավտորիտար համակարգի անցում կատարել։ Այդ արդարացումները շատ նման են Ալիեւի իշխանության եւ երկարաձգման արդարացումներին։ Երրորդ անգամ Բակո Սահակյանի առաջադրումը հստակ երեւում է՝ հակաժողովրդավարական գործընթաց է եւ ծաղր է Արցախի ժողովրդին»։
Հայկ Խանումյանը նշեց, որ դեռ թեկնածուների առաջադրման ժամկետը չի ավարտվել, իսկ իրենց խմբակցությունը չի առաջադրելու թեկնածու, քանի որ ընտրվելու հավանականություն չկա։ Բակո Սահակյանի օգտին անհրաժեշտ քվեն արդեն իսկ ապահովված է։
Նշենք, որ Արցախի Ազգային ժողովի 5 ուժերից 3-ը՝ իշխանության մաս կազմող «Ազատ Հայրենիքը», Հայ հեղափոխական դաշնակցությունը եւ «Արցախի Ժողովրդավարական կուսակցությունը» արդեն իսկ հայտարարել են, որ նախագահի պաշտոնում ցանկանում են առաջադրել Բակո Սահակյանի թեկնածությունը: Այսինքն՝ սպասվում է, որ Բակո Սահակյանը կստանա խորհրդարանի ճնշող մեծամասնության աջակցությունը, 33 պատագամավորներից 28-ը պատրաստ են քվեարկել նրա թեկնածության օգտին։ Անցումային նախագահի պաշտոնում ընտրվելու համար բավարար է 21 ձայնը։
Ինչ վերաբերում է Հայաստանի ԱԺ ՀՀԿ խմբակցության քարտուղար պնդումներին, թե Բակո Սահակյանի շուրջ համախմբումը նշանակում է Արցախի անվտանգության ու տնտեսության զարգացման շուրջ համախմբում, ընդդիմադիր պատգամավորը հիշեցրեց ապրիլյան պատերազմի ժամանակ բանակում բացահայտված թերացումների եւ անվտանգության հետ կապված խնդիրների մասին։ Նաեւ ընդգծեց, որ հենց Բակո Սահակյանի իշխանության օրոք է ձեւավորվել Արցախում կենտրոնաձիգ կոռումպացված համակարգ։
Հայկ Խանումյանը հիշեցրեց, որ դեռ չի ավարտվել նախագահի թեկնածուի առաջադրման ժամկետը, կան ուժեր, որոնք դեռ դիրքորոշում չեն հայտնել այդ կապակցությամբ։
