«Հրապարակ» թերթը գրում է.

«Պետեկամուտների կոմիտեն որոշել է պայքարել կարգոների դեմ՝ այն ընկերությունների, որոնք տարիներ շարունակ Թուրքիայից, Չինաստանից, Էմիրություններից և այլ երկրներից մեծ ծավալի ապրանքների տեղափոխմամբ և մաքսազերծմամբ են զբաղվել:

Կարգոները կիսաօրինական դաշտում գործող միջնորդ օղակներ են, որոնք տարիներ շարունակ հարստացել և բարգավաճել են մանր ու միջին առևտրականների՝ ապրանք ներմուծելու նրբություններից լավատեղյակ չլինելու, գրագիտության պակասի, մաքսային մարմինների հետ գլուխ չդնելու հաշվին:

Դիցուք՝ Թուրքիայում որևէ անհատ ձեռներեց գնել է ապրանք, կարգոն ստանձնել է այդ ապրանքը Հայաստան տեղափոխելու, մաքսազերծելու գործը՝ դա անելով, օրինակ, 1 կգ-ն 6 դոլարով, մինչդեռ դրա իրական-օրինական մաքսային արժեքը կարող է լինել, ասենք, 2.5 դոլար, հետո այդ ապրանքը ՀԴՄ-ով վաճառել է դրա իրական տերերին, որ նրանք էլ հետո վերավաճառեն շուկայում:

Բայց այս դեպքում այդ առևտրականներին ար­դեն որևէ մեկն ապրանքի ձեռք բերման փաստաթուղթ չի տրամադրում, ինչն էլ հարկային դաշտում ստվեր է առաջաց­նում:

Մյուսն էլ կա` եթե առևտրականն ինքնուրույնաբար իր ապրանքը ներ­մուծի, այն կարող է շատ ավելի թանկ նստել իր վրա, քան կարգոնով բերվածը, ուստի երկուստեք, եթե չասենք՝ եռա­կողմ, շահավետ գործարք է կայացել:

Իրականում մաքսազերծումը կարող են իրականացնել իրենք՝ առևտրականները, եթե գրագետ լինեն: Կարգոներն էլ «լավության» անվան տակ միլիոնավոր դոլարներ չեն աշխա­տի՝ գործարքի մեջ մտնելով մաքսայինի աշխատողների հետ:

Հիմա որոշել են սրա դեմն առնել՝ կարգոներին զրկելով այս գործառույթից՝ մաքսազերծումից, և թույլ տալով միայն տեղափոխման և կազմակերպչական այլ ֆունկցիաներ իրականացնել:

ՊԵԿ-ում հանդիպումներ են տեղի ունենում կարգոների տերերի հետ, որոնք անցնում են լարված մթնոլորտում, քանզի նրանք չեն ցանկանում հրաժարվել իրենց յուղոտ բիզնեսից և խաղի նոր կանոններով շարժվել­»:
