Ի՞նչ է ենթադրում «Սոցիալական աշխատանքի» մասին օրենքի նախագիծը
 
«Սոցիալական աշխատանքի» մասին օրենքի նախագիծը օրերս շրջանառության է դրվել Իրավական ակտերի նախագծերի հրապարակման միասնական կայքում:
 
Մինչ այժմ սոցիալական ծառայություններ տրամադրող տարբեր մարմինների և կազմակերպությունների աշխատողների որակավորման բարձրացումն իրականացվում է վերապատրաստումների կամ «Սոցիալական աշխատանք» հատուկ դասընթացների միջոցով: Նախագծի ընդունմամբ հնարավորություն կընձեռվի ձևավորել սոցիալական աշխատողների պրոֆեսիոնալ անձնակազմ:
 
Օրենքի նախագծով նախատեսվում է սոցիալական աջակցության բնագավառում իրականացվող աշխատանքները դնել պրոֆեսիոնալ հիմքերի վրա: Սոցիալական աջակցության համակարգում նախատեսվում է, որ աշխատելու են «սոցիալական աշխատող» որակավորում ունեցող անձինք: Միաժամանակ, ձևավորվում է մասնագիտական հանրություն՝ ինքնավար մի ինստիտուտ՝ սոցիալական աշխատանքի մասնագետների պալատ, որին օրենքի ուժով վերապահվում է սոցիալական աշխատանքի մասնագիտական պատշաճ մակարդակ ապահովելու լիազորությունները:
 
Կատարելագործվում է նաև սոցիալական աշխատողների մասնագիտական գիտելիքների որակավորման գործող ընթացակարգը: Մասնավորապես, ներդրվում է արտոնագրման համակարգ, որը հնարավորություն կտա նաև բարձրացնել տրամադրվող սոցիալական ծառայությունների որակը:
 
Սույն օրենքով սահմանվում են սոցիալական աշխատանքի հասկացությունը, սոցիալական աշխատանքի սկզբունքները, սոցիալական աշխատանքի շրջանակներում իրականացվող միջոցառումները, սոցիալական աշխատանքի մասնագետների իրավունքներն ու պարտականությունները, նրանց գործունեության երաշխիքները, սոցիալական աշխատանքի մասնագետների պալատի գործունեության հիմնական նպատակը և խնդիրները, կարգավորվում են պալատի մարմինների կազմավորման, նրանց լիազորությունների իրականացման և որոշումների ընդունման, սոցիալական աշխատանքի մասնագետների արտոնագրման, վերապատրաստման, պալատի անդամի կարգապահական պատասխանատվության և խրախուսման, անկախ մասնագիտական գործունեության իրականացման, սուպերվիզիայի իրականացման հետ կապված հարաբերությունները:
 
Ինչպես կարդում ենք նախագծում՝ սոցիալական աշխատանքը մարդու անհատական սոցիալական կարիքների բավարարման նպատակով հոգեբանական, մանկավարժական և մասնագիտական այլ մեթոդների ու եղանակների կիրառման միջոցով իրականացվող մասնագիտական գործունեություն է, որն ուղղված է մարդու (անձամբ այն իրականացնելու անկարողության դեպքում) կյանքի դժվարին իրավիճակը հաղթահարելուն կամ կանխարգելելուն` մարդուն, ընտանիքին, սոցիալական այլ խմբերին անհատական օգնություն ցուցաբերելու միջոցով` Հայաստանի Հանրապետության օրենքներով և այլ իրավական ակտերով սահմանված դեպքերում և կարգով:
 
Միաժամանակ նշենք, որ սոցիալական աշխատողների գործառույթների մեջ է մտնելու նաև ընտանեկան միջամտությունը՝ միջանձնային խնդիրներ ունեցող ընտանիքների հետ սոցիալական աշխատանքի մասնագետի հաղորդակցման գործընթացը, որի ընթացքում սոցիալական աշխատանքի մասնագետը ընտանիքի կոնֆլիկտի կողմերի հետ համատեղ փորձում է ընդհանուր դիրքորոշման հասնել ընտանեկան հարաբերություններին առնչվող հարցերի շուրջ, ինչպիսիք են՝ երեխաների հետ հարաբերությունները, ամուսնալուծությունը, ֆինանսական խնդիրները և այլն:
