Քանի դեռ արցախա-ադրբեջանական շփման գծում կայուն հրադադար հաստատված չէ, բանակցությունների մասին խոսելն ավելորդ է: Այս մասին «Արմենպրես»-ի մամուլի սրահում հրավիրված ասուլիսում նշեց ԵՊՀ միջազգային հարաբերությունների ֆակուլտետի քաղաքական ինստիտուտների եւ գործընթացների ամբիոնի վարիչ Գարիկ Քեռյանը:

«Եթե սահմանին կրակոցներ են, զինվորներ են զոհվում, ապա ի՞նչ բանակցությունների մասին կարելի է խոսել: Հրադադարի ռեժիմի խախտումն առաջին հերթին հարվածում է հենց բանակցային գործընթացին: Եթե մենք դիտարկենք նախորդ տարիների դինամիկան, ապա տեսում ենք, որ սահմանային լարվածության ավելացմամբ բանակցային գործընթացը մեռնում է»,-ասաց Գարիկ Քեռյանը:

Նրա խոսքով՝ այսօր ունենք մի իրավիճակ, որ 1994 թվականի զինադադարը մեծամասամբ չի պահպանվում: Ապրիլյան պատերազմը, դրանից առաջ և հետո տեղի ունեցած իրադարձությունները, սահմանային լարվածության ավելացումն այդ մասին են խոսում:

«Այս առումով եթե նույնիսկ արտգործնախարների հանդիպումները ոչինչ չեն տալիս, զրոյական արդյունքով են ավարտվում, ամեն դեպքում՝ նման հանդիպումները կարևոր են: Եթե սահմանին կրակոցներ են, ապա դրա մասին պետք է մի տեղ խոսել, պետք է ինչ-որ ձևով քննարկել: Ուրիշ որտե՞ղ պետք է քննարկել, եթե ոչ նման ձևաչափերում հանդիպումների ժամանակ: Այնպես որ, ես չէի թերագնահատի նման հանդիպումների կարևորությունը»,-ասաց  Գարիկ Քեռյանը: Նրա խոսքով՝ այս հանդիպումները կարող են նախապայմաններ ստեղծել սահմանային բախումները, միջադեպերը վերացնելու հարցում: Այս գործում, ըստ քաղաքագետի, կարևոր քայլ կլինի վերահսկողական մեխանիզմների տեղադրումը:

Գարիկ Քեռյանը նշեց, որ այս փուլում նկատվում է Ռուսաստանի ակտիվությունը: Դա նաև պայմանավորված է այն հանգամանքով, որ մյուս համանախագահ երկրների` Ֆրանսիայի և ԱՄՆ-ի նախագահները նորընտիր են: Նրանք, թերևս, իրենց երկրի արտաքին հարցերի գերակայության ճշտման փուլում են: Հետևաբար նժարի ծանրությունը ընկնում է դեպի Ռուսաստանի կողմը:

 Հայաստանի Հանրապետության արտաքին գործերի նախարար Էդվարդ Նալբանդյանը հուլիսի 11-ին Բրյուսելում՝ ԵԱՀԿ Մինսկի խմբի համանախագահների նախաձեռնությամբ և ներկայությամբ հանդիպում ունեցավ Ադրբեջանի արտաքին գործերի նախարար Էլմար Մամադյարովի հետ։
