Քաղաքապետարանը հրաժարվում է վճարել միջնորդավճարը, ինչի արդյունքում էլ կարմիր գծերում կայանման վճարը թանկանում է. «Վարորդի ընկեր» ՀԿ նախագահ

Երևանի քաղաքապետարանը կարմիր գծերում կայանման վճարը չթանկացնելու երկու տարբերակ ունի:Այս մասին Tert.am-ի հետ զրույցում ասաց «Վարորդի ընկեր» ՀԿ նախագահ, իրավաբան Տիգրան Քեյանը:

«Գումարը չեղարկելու պայմաններից մեկն այն է, որ Երևանի քաղաքապետարանը հրաժարվի օպերատորների ծառայությունից, բայց մինչ այդ կայանատեղիների բոլոր հատվածներում  վճարահաշվարկային  տերմինալներ պետք է տեղադրվեն, որպեսզի քաղաքացիները  կարողանան վճարում կատարել: Եթե Երևանի քաղաքապետարանը չի համապատասխանեցրել կայանատեղիների ու վճարահաշվարկային տերմինալների թիվը, ապա պետք է զերծ մնա ավել գումարի գանձումից»,-ասաց Քեյանը:

Հարցին, թե ո՞րն է թանկացման պատճառը, այն դեպքում, երբ բջջային օպերատորները հայտնել են, որ SMS հաղորդագրության միջոցով ավտոկայանատեղիների վճարի թանկացում չի եղել, Քոյանն ասաց, որ նախկինում միջնորդավճարն առանց ավելացված արժեքի հարկի վճարվել է « Փարկինգ սիթի սերվիս» ընկերության կողմից, իսկ դեկտեմբերից, երբ ընկերության 100 տոկոս բաժնեմասները ձեռք է բերել Երևանի քաղաքապետարանը, ութ ամիս վճարվել է քաղաքացու կողմից:

«Քաղաքապետարանը չի ցանկանում, որ  օպերատորների միջնորդավճարը բյուջեի հաշվին վճարվի, այլ կմնա քաղաքացիների հաշվին: Ինձ թվում է, որ եթե օպերատորներն այդ սակագները չեն վերանայելու,նման գին են գանձելու, թող հրաժարվեն SMS հաղորդագրության ծառայությունից  և վճարահաշվարկային տերմինալներ տեղադրեն, որպեսզի քաղաքացիներն օգտվեն դրանցից և դա հասանելի լինի: Իսկ մինչև տեղադրելը զերծ մնան  տուգանելուց և գումարներ գանձելուց»,-ասաց Քեյանը:

Հարցին, թե Երևանի քաղաքապետարանը ճկուն քայլ է արե՞լ, որ ընկերության բաժնետոմսերը ձեռք բերելուց հետո մինչև ավագանու ընտրություններ միջնորդավճարը վճարել է, իսկ ավագանու ընտրություններից հետո հրաժարվում է վճարել, Տիգրան Քեյանն ասաց, որ քաղաքական ենթատեքստը չգիտի,սակայն այստեղ հաստատ ֆինանսական հարց է:

«Այստեղ հավաքագրված  գումարի և լրացուցիչ գումարի գործ է, ֆինանսական խնդիր է: Ստացվում է, որ Երևանի քաղաքապետարանը 100 դրամի փոխարեն 70 դրամ է ստացել, 30 դրամը տվել է օպերատորներին, հիմա այդ միջնորդավճարը էլ չի տալու»,-ասաց Քեյանը:

 Հիշեցնենք, որ 2017 թվականի օգոստոսի 1-ից կարմիր գծերում կայանման վճարները թանկանալու են գրեթե 50 տոկոսով:

2017 թվականի օգոստոսի 1-ից 1045 համարին SMS հաղորդագրության ուղարկելիս բաժանորդներից որպես ավտոկայանատեղի վճար գանձվելու է 149 դրամ գումար, որից 100 դրամն ավտոկայանատեղի վճարն է լինելու, իսկ 24.8 դրամը միջնորդավճարն է, 24.2 դրամն՝ ԱԱՀ-ն»,-ասաց ընկերության աշխատակիցը, հավելելով, որ նախկինում գանձվում էր 100 դրամ:

Բացի ժամավճարից, նախկին 500 դրամի փոխարեն օգոստոսի մեկից գանձվելու է 748 դրամ: 5045 համարին SMS հաղորդագրության միջոցով ավտոկայանատեղի վճար կատարելիս բաժանորդից կգանձվի 748 դրամ գումար, որից 500 դրամ ավտոկայանատեղի վճար, 124.6 դրամը՝ միջնորդավճար , 123.4 դրամը՝ ԱԱՀ:
