«Հրապարակ» թերթը գրում է.
«Մեր տեղեկություններով՝ մարզպետ Արթուր Նալբանդյանից Լոռու մարզում դժգոհություններ են հասունանում, հատկապես չինովնիկների շրջանում: Ասում են, թե նա ողջ մարզը բռի մեջ է պահում, ոչ մի համայնքի ղեկավար ոչ մի քայլ չի կարողանում անել առանց նրա «դաբրոյի»:
Ամենավատ վիճակում Վանաձորի քաղաքապետ Մամիկոն Ասլանյանն է, ով անգամ ներքին, թեթև հարցերն առանց Նալբանդյանի «դաբրոյի» չի կարողանում լուծել, ամեն բան համաձայնեցնում է նրա հետ: «Մարզպետն արդեն բոլոր սահմաններն անցնում է, բայց ոչինչ անել չեն կարող, թույլ են շատ քաղաքապետի դիրքերը, հենարան չունի ներսում: Նույնիսկ կադրային փոքր փոփոխություններ չի կարողանում անել, ամեն ինչ չերեզ մարզպետ է»,- մեզ հետ զրույցում ասաց մի մտահոգ վանաձորցի:
Իսկ քաղաքապետարանի աշխատակիցներն էլ սկսել են երանի տալ Դարբինյանի ժամանակները: Մամիկոն Ասլանյանը, ճիշտ է, ավելի կիրթ ու գրագետ մարդ է, բայց թույլ է, անգամ իր նշանակած կադրերը չեն ենթարկվում: Քաղաքապետարանի աշխատակազմը դարձել է անգործունակ, ծույլ, գլուխ պահող մարդկանց հավաքատեղի, որոնց կազմած գրությունները շարունակ հետ են ուղարկվում Տարածքային կառավարման նախարարությունից` շտկելու, փոխելու, օրենքների պահանջներին համապատասխանեցնելու հրահանգներով»:
