։ ԵԱՀԿ Մինսկի խումբը Հայաստան-Ադրբեջան հակամարտությունը չի լուծելու, և խնդիրն ունակ են լուծել միայն Հայաստանն ու Ադրբեջանը։ 
«Արմենպրես»-ի հաղորդմամբ՝ լրագրողների հետ զրույցում Հայաստանի և Ադրբեջանի արտաքին գործերի նախարարների հանդիպման վերաբերյալ այսպիսի կարծիք հայտնեց քաղաքագետ Ալեքսանդր Իսկանդարյանը։ 
Նրա պնդմամբ, Հայաստան-Ադրբեջան բանակցությունների գործընթացը չի կարող բացառել կրակոցները սահմանին։ 
«Հայաստանի և Ադրբեջանի արտգործնախարարների հանդիպման արդյունքը հանդիպման կայանալն էր։ Մենք առաջին հերթին տեսնում ենք, որ գործընթացը շարունակվում է, իսկ երկրորդը՝ ադրբեջանցիները չեն չեղարկել հանդիպումը՝ չնայած որ դրանից առաջ «կայծ» էր եղել։ Այլ արդյունքներ ես չեմ տեսնում Նալբանդյան-Մամադյարով հանդիպումից, և չէր էլ կարող լինել։ Ինձ համար շատ տարօրինակ է, որ Ադրբեջանից իրոք սպասում են համաձայնություն ստանալ սահմանին դեպքերի առթիվ քննություն կատարելու վերաբերյալ։ Ադրբեջանը միշտ էլ ընդդիմացել է այդպիսի համաձայնություններին»,- ասաց քաղաքագետը և հավելեց, որ վիեննական և սանկտ-պետերբուրգյան պայմանավորվածությունը այս հանդիպման ժամանակ կյանքի կոչելն ամենաքիչը շատ լուրջ աշխատանքներ և ճնշումներ է ենթադրում Ադրբեջանի վրա։ 
Նրա խոսքով՝ նմանատիպ հանդիպումների իմաստն այն է, որ բանակցությունների գործընթացը շարունակվի։ Այս գործընթացը համարվում է ապահովության ֆորմատներից մեկը՝ այն միջազգայնացնում է կոնֆլիկտը և ներգրավում է այլ երկրների ներկայացուցիչների։  
«Իրավիճակը, որտեղ նույն սենյակում հանդիպում են ոչ միայն հայ և ադրբեջանցի, այլև ամերիկացի, ֆրանսիացի և ռուս, հանգեցնում է նրան, որ պահպանվում է մի միջազգային գործընթաց»,- ասաց Իսկանդարյանը։ 
Քաղաքագետի պնդմամբ, Ադրբեջանն իսկական պատերազմի պատրաստ չէ, բայց մյուս կողմից էլ հայկական կողմի վրա ինչ-որ ճնշումներ է գործադրում։ 
«Սպասել, որ բանակցությունները կարող են բացառել կրակոցները՝ ճիշտ չէ, այդպիսի սպասելիքներ չպետք է լինեն։ Բանակցային ողջ գործընթացի ժամանակ կրակոցներ եղել են Ադրբեջանի կողմից։ Նրանք միշտ էլ կրակել են, այլ հարց է, որ ինչ-որ մի ժամանակահատված սկզբունքորեն ավելի քիչ, իսկ վերջին մի քանի տարին անընդհատ ավելանում են»,- ասաց քաղաքագետը և հավելեց, որ Մինսկի գործընթացը գոյություն ունի ճնշումներով, որոնք միմյանց վրա գործադրում են և՛ հայկական, և՛ ադրբեջանական կողմերը։  
Նրա պնդմամբ, բանակցությունների գործընթացը չի կարող կանգնեցնել այն, ինչ կատարվում է սահմանին։ Բանակցությունները կշարունակվեն, բայց դրանք չեն լինի հիմնախնդրի լուծմանն ուղղված՝ դրանց նպատակը հենց բանակցային ձևաչափը պահպանելը կլինի։ 
«Բանակցությունների ընթացքում կլինեն Ադրբեջանի վրա ազդելու փորձեր, որպեսզի ամենաքիչը նվազեցվի բռնության աստիճանը։ Բռնության աստիճանն այսօր մոտավորապես այնպիսին է, ինչպիսին եղել է 2015 թվականին։ 2016 թվականին ավելի շատ էր և սուր, բայց ռիսկ, որ այդ աստիճանը կբարձրանա, դեռ կա»,- նշեց Իսկանդարյանը։  
Հուլիսի 11-ին Բրյուսելում ԵԱՀԿ Մինսկի խմբի համանախագահների նախաձեռնությամբ և ներկայությամբ հանդիպել են Հայաստանի և Ադրբեջանի արտաքին գործերինախարարներ Էդվարդ Նալբանդյանը և Էլմար Մամադյարովը։
