Երևանում կառուցապատման թույլտվությունների թվի աճը ընթացակարգերի պարզեցման արդյունք է

Երևանի քաղաքապետարանի կողմից 2017 թվականի առաջին կիսամյակում տրամադրված կառուցապատման թույլտվությունների թիվը 2016թ. նույն ժամանակահատվածի համեմատ աճել է շուրջ 1/3-ով, ինչը նաև կառուցապատման ընթացակարգերի պարզեցման արդյունք է։ Այս մասին «Արմենպրես»-ին տեղեկացրին ՀՀ կառավարությանն առընթեր քաղաքաշինության պետական կոմիտեի մամուլի ծառայությունից, որի հաղրդագրության մեջ նշված է. «ՀՀ-ում կառուցապատման նպատակով թույլտվությունների և այլ փաստաթղթերի տրամադրման, քաղաքաշինական փաստաթղթերի փորձաքննության իրականացման, քաղաքաշինական էլեկտրոնային թույլտվությունների տրամադրման նպատակով ՀՀ ԿԱ քաղաքաշինության պետական կոմիտեի կողմից դեռևս 2015 թվականին մշակված և շրջանառության մեջ դրված կարգով հաստատված փոփոխությունները միտված են գործարար միջավայրի բարելավմանը (Doing Business), ներդրումային ծրագրերի խրախուսմանը, կոռուպցիոն ռիսկերի նվազեցմանը և կրում են շարունակական բնույթ:
Կառուցապատվող միջավայրի անվտանգությունը, կայունությունն ու հուսալիությունը բարձրացնելու նպատակով ՀՀ կառավարության 2017 թվականի մեկ այլ որոշմամբ ինժեներական ենթակառուցվածքների գծային օբյեկտների ստեղծման աշխատանքները, որ իրականացվել են Երևանի քաղաքապետարանի հետ համատեղ, դասվել են նախագծման թույլտվություն չպահանջող շինարարական աշխատանքների շարքին և խնդրի կարգավորումն իրականացվում է հետագիծ-նախագծի հիման վրա տրված շինարարության թույլտվությամբ՝ առանց ավարտական ակտի ձևակերպման:
Կատարված փոփոխություններն ավելի տեսանելի և արդյունավետ դարձնելու նպատակով գործարկվել է քաղաքաշինության ոլորտում թույլտվությունների տրամադրման համար մշակված մեկ պատուհանի գաղափարը կրող www.e-permits.am էլեկտրոնային կայքը, որում ներկայացված է տեղեկատվություն քաղաքաշինության ոլորտում թույլտվություններին վերաբերող իրավական դաշտի, ինչպես նաև ուղեցույց՝ շինարարության ոլորտում առցանց թույլտվությունների տրամադրման կայքից օգտվելու մասին:
Կատարված աշխատանքների արդյունքը տեսանելի է. ինչպես ԱՎԾ-ի, այնպես էլ Երևանի քաղաքապետարանի կողմից ներկայացված տեղեկությունների համաձայն` 2017 թվականի առաջին կիսամյակում միայն քաղաքապետարանի կողմից տրամադրված կառուցապատման թույլտվությունների թիվը 2016թ. նույն ժամանակահատվածի համեմատ աճել է շուրջ 1/3-ով»:
