Արցախն անցումային փուլի նախագահ կընտրի

Արցախի Հանրապետության Ազգային ժողովի նախագահ Աշոտ Ղուլյանը երեկ հայտարարել է, որ առաջիկա չորեքշաբթի, այսինքն՝ հուլիսի 19–ին, խորհրդարանի հատուկ նիստի ժամանակ կանցկացվի Արցախի նախագահի ընտրությունը:
 
Հիշեցնենք, որ 2017–ի փետրվարի 20–ին Արցախում անցկացված սահմանադրական փոփոխությունների հանրաքվեի արդյունքում ժողովուրդը կողմ քվեարկեց նոր Սահմանադրությանը և երկիրն անցում կատարեց կառավարման ուժեղ նախագահական համակարգի:
 
Նոր Սահմանադրությամբ սահմանված է նաև, որ առաջիկա երեք տարիներին՝ մինչև 2020 թվականը, ԼՂՀ–ն կկառավարվի անցումային փուլի ռեժիմով, որի ժամանակ երկրի նախագահի պաշտոնում կպաշտոնավարի խորհրդարանի կողմից ընտրված նախագահը:
3 տարի տևող անցումային փուլի ընթացքում երկրում փոփոխության կենթարկվի կառավարման ողջ համակարգն ու կարգավորվելու է նոր իրավական դաշտը։ Դրանից հետո միայն` 2020 թվականին, Արցախում նախագահական և խորհրդարանական ընտրություններ կանցկացվեն։
 
Իսկ հիմա ԼՂՀ անցումային շրջանի նախագահի պաշտոնի համար երկու թեկնածու է առաջադրվել՝ գործող նախագահ Բակո Սահակյանը և Ստեփանակերտի նախկին քաղաքապետ, ընդդիմադիր պատգամավոր Էդուարդ Աղաբեկյանը։
Արդեն հայտարարվել է, որ «Հայրենիք», «Դաշնակցություն» և «Ժողովրդավարություն» խմբակցությունները պաշտպանում են գործող նախագահ Բակո Սահակյանի թեկնածությունը, իսկ «Շարժում–88» խմբակցությունը պաշտպանում է Էդուարդ Աղաբեկյանին։
 
Նշենք նաև, որ ԼՂՀ Ազգային ժողովն ունի 33 պատգամավոր և Բակո Սահակյանին սատարող խմբակցությունների պատգամավորների ընդհանուր թիվը 28 է, իսկ «Շարժում–88»–ն ունի 3 պատգամավոր:
Ընդդիմադիր քաղաքական կուսակցությունների ներկայացուցիչները համաձայն չեն այս որոշման հետ և կարծում են, որ իրականում Սահմանադրությունը փոխվել է Բակո Սահակյանի պաշտոնավարման ժամկետը անսահմանափակ ժամանակահատվածով երկարաձգելու համար:
 
Ի դեպ, նախագահի ընտրությունից հետո ԼՂՀ–ում կվերանա վարչապետի պաշտոնը, իսկ կառավարությունը կկազմի և կղեկավարի երկրի նախագահը։
Համաձայն Սահմանադրության՝ այս տարվա սեպտեմբերին գործող վարչապետ Արայիկ Հարությունյանը վայր կդնի լիազորությունները, իսկ Ազգային ժողովի նախագահ Աշոտ Ղուլյանը կշարունակի խորհրդարանը ղեկավարել մինչև 2020 թվականի ընտրությունները։
 
Արցախի Հանրապետության Ազգային ժողովի տարածած հայտարարության մեջ ասվում է՝ «Արցախի Հանրապետության Սահմանադրության 168–րդ հոդվածի 1–ին մասի համաձայն՝ գործող հանրապետության նախագահի լիազորությունների ավարտից ոչ շուտ, քան 50 և ոչ ուշ, քան 40 օր առաջ Ազգային ժողովը խմբակցությունների առաջարկությամբ ընտրում է հանրապետության նախագահ, որը պաշտոնավարում է մինչև գործող Ազգային ժողովի լիազորությունների ժամկետի ավարտը»:
