Հայաստան-ԵԱՏՄ երկրներ առևտրաշրջանառության ծավալում նկատվում է որոշակի առաջխաղացում

Հայաստանը ՀՆԱ-ի աճ կարող է ապահովել առաջին հերթին արտահանման ծավալի ավելացմամբ: Այս մասին «Արմենպրես»-ի մամուլի սրահում հրավիրված ասուլիսում նշեց տնտեսագիտության դոկտոր, պրոֆեսոր, Եվրասիական փորձագիտական ակումբի անդամ Աշոտ Թավադյանը:
«Մեր տնտեսությունը փոքր է, և հիմնական ուղղությունն արտահանումն է, հատկապես այն ապրանքների արտահանումը, որտեղ ավելացված արժեքի ցուցանիշը բարձր է, այսինքն` պատրաստի արտադրանքի մասին է խոսքը: Այս տեսանկյունից մենք որոշ դրական տեղաշարժ ունենք»,-ասաց տնտեսագետը:
Այս տարի այդ ուղղությամբ դրական ցուցանիշներ են նկատվում: Արտաքին առևտրաշրջանառության ծավալը հունվար-մայիսին ավելացել է 23.1 տոկոսով: Ընդ որում, արտահանման ծավալն աճել է 20.9 տոկոսով, իսկ ներմուծման ծավալը` 24.4 տոկոսվ:
Եթե 2016 թվականին հունվար-մայիս ամիսներին արտաքին առևտրաշրջանառությունը կազմել է 1 մլրդ 857 մլն դոլար, ապա 2017 թվականի առաջին հինգ ամիսներին այն կազմել է 2 մլրդ 286 մլն դոլար: Այսինքն` աճի տեմպը կազմել է 23.1 տոկոս:
Ինչ վերաբերում է ԵԱՏՄ գործընկերների հետ հարաբերություններին, ապա այստեղ նկատվում է որոշակի առաջխաղացում առևտրաշրջանառության ծավալում: Բելառուսի հետ առևտրաշրջանառության ծավալը գումարային տեսքով հասել է 12.75 մլն ԱՄՆ դոլարի կամ աճել է 13.8 տոկոսով, իսկ Ղազախստանի հետ` 1.8 մլն դոլարի կամ 71.1 տոկոս:
Հարկ է նշել, որ 2016 թվականին Հայաստանի արտահանումը ԵԱՏՄ պետություններ ավելացրել է 53 տոկոսվ: Ըստ մասնագետների` նման ցուցանիշը հուսադրող է և թույլ է տալիս ենթադրել, որ Հայաստանի գործարարները կարողացան հաղթահարել անորոշությունները` կապված ԵԱՏՄ պետություններ արտահանման ընկալման հետ:
Աշոտ Թևադյանը կարևոր համարեց ներդրումային ոլորտն աշխուժացնելու գործընթացը: Նրա խոսքով՝ անհրաժեշտ է համակարգված աշխատանք տանել:
«Շատ կարևոր է հարկաբյուջետային և դրամավարակային քաղաքականության համակարգումը: Օրենքով սահմանված է գնաճի թույլատրելի սահման, այն է` 2.5-5 տոկոս, բայց դա դժբախտաբար չի պահպանվում: Ունենք ցածր գնաճ: Թվում է, թե ցածր գնաճը լավ է, սակայն, եթե դա պայմանավորված է վերաֆինանսավորման բարձր տոկոսադրույքով, իսկ անցած տարի դեռ ցածր գնաճի դեպքում հասնում էր 8 տոկոսի, ապա դա բերում է դաշտում բարձր տոկոսադրույքների, դա էլ իր հերթին նշանակում է, որ ներքին ներդրումների առումով նպաստավոր դաշտ չունենք: Եթե բարձր տոկոսադրույք է, հետևաբար ապրանքը համապատասխանաբար թանկանում է և մրցունակության առումով խնդիրներ են առաջանում: Դա էլ անդրադառնում է ՀՆԱ-ի աճի վրա»,-ասաց տնտեսագետը:
