24 տարի բանտարկված Արսեն Արծրունին դիմել է Սերժ Սարգսյանին

Ցմահ բանտարկյալ, 25-րդ տարին բանտում գտնվող Արսեն Արծրունին բաց նամակ է հղել նախագահ Սերժ Սարգսյանին և ՄԻ պաշտպան Արման Թաթոյանին՝ հայտնելով իր բողոքը պայմանական վաղաժամկետ ազատման ինստիտուտի վերաբերյալ: Նամակը ներկայացնում ենք ստորև. «Հարգարժան պրն. նախագահ Սույն թվի հունիս ամսի 1-ին ուժի մեջ մտավ Ձեր 474-Ն հրամանագիրը, որը ՀՀ-ում սկիզբ էր դնում պատժից պայմանական վաղաժամկետ ազատելու նոր համակարգին: Ստորագրյալս, բոլորած լինելով ազատազրկման 24 տարիները, երեկ բախտը ունեցա անձամբ հանդիպել անկախ հանձնաժողով անունը կրող և Ձեր վերոնշյալ հրամանագրի համաձայն ձևավորված խմբին: Նկատի ունենալով, որ այս նոր համակարգը խիստ խոցելի է, նրա գործունեության արդարացիությունը հիմնված էր մեծ մասամբ ՙանկախ հանձնաժողովի՚ անդամների անցկացման որակի, լրջության և պատասխանատվության գիտակցության վրա: Առանց այստեղ անդրադառնալու մանրամասներին, որոնք, ըստ էության, ոչ ոքի չէին էլ հետաքրքրում, ցավով հայտնում եմ Ձեզ, որ վաղաժամկետի այս նոր համակարգը, իր հանձնաժողովի հետ միասին Ձեր հրամանագիրը խեղկատակության վերածելով և բացարձակապես կապ չունենալով դատապարտյալի հետագա ռիսկայնության ազնիվ ու ճշգրիտ գնահատման իրենց վստահված գործառույթի հետ, պատժի իրականացման ոլորտում մի նոր իրավական կեղծիք են ստեզծել: Դժբախտաբար, այդ կեղծիքը Ձեր անունից է իրականացվում: հաշվի առնելով այն, որ ՀՀ ԱՆ վերահսկողական և ՀՀ նախագահի վերահսկողական ծառայության պաշտոնեաներնն են այդ ՙանկախ հանձնաժողովի՚ անդամները, որոնց հանդիպել եմ երեկ, և հատկապես նկատի ունենալով, որ ՀՀ Մարդու իրավունքների պաշտպանի համակարգը, ներքաշված լինելով սույն կեղծիքում, փաստորեն զրկված է իր գործառույթը կատարելու հնարավորությունից, բողոքում եմ Ձեզ այն բանի համար, որ հարյուրավոր դատապարտյալների ու ինձ կանգնեցրել եք իրավական անելանելի վիճակի առաջ: Խնդրում եմ, հարգարժան պարոն նախագահ, վերատեսության ենթարկել Ձեր հրամաններից բխող գործունեության բնույթը, ինչպես նաև հանձնաժողովի կազմերը՝ դրանք իսկապես անկախ դարձնելով: Հարգանքով՝ Արսեն Արծրունի»:
