Համոզիչ չէ, որ միայն վարորդական իրավունքի համար կարելի է փոխել «Լեզվի մասին» օրենքը. Արամ Սաֆարյանը լուծում է առաջարկում

«Լեզվի մասին» օրենքի փոփոխությունը լուրջ, ֆունդամենտալ փոփոխություն է և պետք է առավել լուրջ քննարկվի հասարակության հետ. Tert.am-ի հետ զրույցում նման տեսակետ հայտնեց «Ինտեգրացիա և զարգացում» ՀԿ նախագահ, Եվրասիական փորձագիտական ակումբի համակարգող Արամ Սաֆարյանը՝ անդրադառնալով ՌԴ պետդումայի խոսնակ Վյաչեսլավ Վոլոդինի` ՀՀ-ում ռուսաց լեզվին օրենսդրորեն պաշտոնական կարգավիճակ տրամադրելու առաջարկին, որպեսզի Ռուսաստանի տարածքում հնարավոր լինի ճանաչել հայկական վարորդական իրավունքները:
«Չի կարող դա արվել առանց լրջագույն հասարակագիտական, քաղաքական և փորձագիտական էքսպերտիզայի: Դա շատ լուրջ վերաբերմունք է ուզում, և ասել, որ միայն վարորդական իրավունքի համար կարելի է փոխել «Լեզվի մասին» օրենքը, սա համոզիչ չէ»,-ասաց Սաֆարյանը:
Արամ Սաֆարյանն առաջարկում է ընդամենը վարորդական իրավունքի համար ռուսերենով ներդիրներ վավերացնել: Նա հիշեցրեց, որ ժամանակին էլ ՀՀ անձնագիրը չէր անցնում ՌԴ-ի բազմաթիվ մարզերում, քաղաքներում ու գյուղերում գրանցման ժամանակ, որովհետև պատճառաբանվում էր, որ ռուսերեն ընթեռնելի ու հասկանալի կետ չկա, և այդ պատճառաբանությամբ տասնյակ հազարավոր մարդիկ մերժվում էին:
Ըստ նրա՝ դրանից հետո ՀՀ և ՌԴ արտաքին գործերի նախարարությունը համաձայնության եկան, և կարճ ժամանակ անց հայկական տրվող անձնագրերին ՀՀ ոստիկանության անձնագրային բաժնի կողմից տրվում էր ռուսաց լեզվով ներդիր՝ համապատասխան կնիքով։
«Հիմա առաջարկում եմ, որ մենք չդիպչենք «Լեզվի մասին» օրենքին, որը, ես կասեի, կարևորագույն քաղաքական փաստաթուղթ է, ընդունելով այն հանգամանքը, որ ռուսաց լեզուն ԵԱՏՄ-ում աշխատանքային ընդունված պետական լեզուն է՝ ՀՀ պատկան մարմինը, օրինակ՝ ոստիկանությանը կամ Արդարադատության նախարարությանը վերապահել լիազորություն, որ ՌԴ մեկնող արտագնա աշխատողների վարորդական իրավունք ունեցողներին տան ներդիրներ ռուսերեն լեզվով և համապատասխան կնիքով»,-ասաց նա և նշեց, որ նման կերպով վարորդական իրավունքում բերված հիմնական տվյալները ԵԱՏՄ անդամ երկրների իշխանությունների կողմից վավեր և օրինական կհամարվեն:
