Հայաստանում պաշտոնապես մեկնարկեց  «Ջրային ռեսուրսների մասնակցային եւ արդյունավետ օգտագործում» ծրագիրը: ԱՄՆ ՄԶԳ կողմից ֆինանսավորվող  ծրագրի շրջանակում նախատեսվում է փոխըմբռնման հուշագրի ստորագրում  ներկայացված հայտերի, հարցազրույցների եւ այցելությունների հիման վրա ընտրված 12 համայնքների հետ՝ Վեդի, Փոքր Վեդի, Բերքանուշ, Այգավան, Խաչփար՝ Արարատի մարզից եւ Երասխահուն, Եղեգնուտ, Գայ, Գրիբոյեդով, Ակնալիճ, Առատաշեն՝ Արմավիրի մարզից: 

ՀՀ բնապահպանության նախարար Արծվիկ Մինասյանը նշեց, որ ջրային ռեսուրսների արդյունավետ կառավարումը, ինչպես նաեւ դրա հասանելիության կարգավորումը հասարակության յուրաքանչյուր անդամի, տնտեսության յուրաքանչյուր ճյուղի պարտավորություն է: Խնդիր կա քննարկելու եւ գտնելու ուղիներ, որոնք հնարավորություն կտան, օրինակ, ձկնարդյունաբերության համար օգտագործվող ստորգետնյա ջրային ռեսուրսները ներդնելու ոռոգման համակարգերում:

«Օրենքի համաձայն՝ Արարատյան դաշտի ստորգետնյա ջրերի վերականգնվող պաշարները 1,1 մլրդ խմ է, այսօր օգտագործվում է 1 մլրդ 670 մլն խմ: Սա դեռ նախորդ  տարվա սեպտեմբերի տվյալներն են. իհարկե, այս ժամանակահատվածում իրականացրել ենք մի շարք գործողություններ: Մասնավորապես, ձկնարդյունաբերության համար օգտագործվող ստորգետնյա ջրերը կազմում են 810 մլն խմ, եւ մեր գլխավոր խնդիրներից մեկն է առնվազն կիսով չափ այն նվազեցնել եւ ներդնել արդյունավետ օգտագործման համակարգ, այսինքն՝  ջրերի երկրորդական օգտագործման համակարգ, որի դեպքում կարող ենք արձանագրել, որ ջուրը մինչեւ վերջնական սպառումը կարող է միջանկյալ օգտագործման շրջանակում  ավելի մեծ արժեք ունենալ»,-«Արմենպրես»- հաղորդմամբ՝ լրագրողների հետ զրույցում ասաց Արծվիկ Մինասյանը՝ խնդիրների շարքում առանձնացնելով ջրերի կորստի դեմ պայքարը, ինչպես նաեւ հեռացվող ջրային համակարգերի եւ որակի ապահովումը:  

Գյուղատնտեսության փոխնախարար Արմեն Հարությունյանն էլ ընդգծեց, որ այս ծրագիրը ԱՄՆ ՄԶԳ կողմից ֆինանսավորվող եւս երկու ծրագրերի տրամաբանական շարունակությունն է, որոնք նպատակաուղղված են Արմավիրի եւ Արարատի մարզերի ջրօգտագործման համակարգերի բարելավմանը եւ ջրախնայողական համակարգերի տեղադրմանը:

«Ի սկզբանե  խնդիրն եղել է, որ մենք ստորգետնյա ջրերի օգտագործման մասով ոչ արդյունավետ ենք, եւ գյուղատնտեսությունը մեծ նշանակություն է հատկացնում ոռոգման, ձկնաբուծական տնտեսություն արդյունավետ ջրօգտագործմանը: Փորձարկում ենք ջրախնայողական համակարգեր, որոնց շնորհիվ առնվազն 80 տոկոս ջրի խնայողություն կունենանք, ընդ որում՝ ոչ արդյունավետության հաշվին, այսինքն՝ չեն տուժում ձկնաբուծական տնտեսությունները»,-ասաց Գյուղատնտեսության փոխնախարարը՝ տեղեկացնելով, որ ԵՄ ֆինանսավորմամբ եւս մեկ ծրագիր են իրականացնելու՝ ուղղված կաթիլային ոռոգման ենթակառուցվածքների ստեղծմանը:

ՀՀ-ում ԱՄՆ դեսպան Ռիչարդ Միլսը, ով նույնպես մասնակցում էր ծրագրի պաշտոնական մեկնարկին, նշեց, որ նաեւ քաղաքացիների մասնակցությամբ եւ ջանքերով պետք է կարողանան լուծել հայաստանյան ջրային ռեսուրսների ոլորտում առկա խնդիրները: 

«Այս ծրագիրը համայնքների առաջնորդների ջանքերով պիտի իրականացվի, որը ցույց կտա, թե ինչպես ՀՀ քաղաքացին կարող է մասնակցել ջրային ռեսուրսների կառավարմանը»,-եզրափակեց ԱՄՆ դեսպանը:
