ԵՏՀ-ն առաջարկել է ՌԴ-ին օտարերկրյա վարորդական իրավունքի արգելման օրենքը չտարածել ԵԱՏՄ երկրների վրա

 Եվրասիական տնտեսական հանձնաժողովն առաջարկել է Ռուսաստանին փոփոխություններ կատարել 2017 թվականի հունիսի 1-ից ուժի մեջ մտած օտար երկրների կողմից տրված վարորդական վկայականներով աշխատելն արգելող օրենքում՝ հաշվի առնելով ՌԴ-ում աշխատանքի անցնելու համար ռուսական վարորդական իրավունք ստանալու պարտադիր պայմանից Հայաստանի, Մոլդովայի և Ղազախստանի քաղաքացիներին ազատելու մասին հարցը: ԵՏՀ խորհրդի նախագահ, Ղրղզստանի փոխվարչապետ Օլեգ Պանկրատովը հայտարարել է այս հարցը առանձին համաձայնագրով կարգավորելու ուղղությամբ պայմանավորվածության առկայության մասին, որով պետք է բացառվի օրենքի կիրառումը ԵԱՏՄ անդամ պետությունների (Ղրղըզստան, Մոլդովա, Հայաստան, Ղազախստան, Բելառուս) քաղաքացիների համար, որպեսզի դա չհակասի Եվրասիական տնտեսական միության սկզբունքներին և ընդհանուր աշխատաշուկայի գաղափարին:

Ինչպես հաղորդում է «Արմենպրես»-ը, վկայակոչելով «Կոմերսանտ»-ը, Պանկրատովն ավելացրել է, որ համաձայնագրի մշակման աշխատանքները կշարունակվեն, որը կսահմանի ընդհանուր կանոններ ազգային վարորդական վկայականների փոխադարձ ընդունման շուրջ:   

Ի դեպ, Պանկրատովը նշել է, որ նման նորմ արդեն գործում է Ղազախստանում, որով օտարերկրյա վարորդական վկայականներով ավտոմեքենաների վարումը չի տարածվում ԵԱՏՄ երկրների քաղաքացիների վրա:

ՀՀ ԱԺ պատվիրակության ռուսաստանյան պաշտոնական այցի ժամանակ ԱԺ նախագահ Արա Բաբլոյանի կողմից բարձրացվել է Ռուսաստանում ազգային վարորդական իրա­վունքներով աշխատելու արգելքի մասին խնդիրը, ինչին ի պատասխան ՌԴ պետդումայի խոսնակ Վյաչեսլավ Վոլոդինը առաջարկել է Հայաստանի իշ­խանություններին պաշտոնական կարգավիճակ տրամադրել ռուսերեն լեզվին, որպեսզի Ռուսաստանի տարածքում հնարավոր լինի ճանաչել հայկական վարորդական իրավունքները:

Հակադարձելով այս առաջարկին՝ ՀՀ ԱԺ նախագահ Արա Բաբլոյանը նշել է, որ Հայաստանի Հանրապետության օրակարգում ռուսերենն օրենքով որպես պաշտոնական լեզու ամրագրելու հարց չկա: ՀՀ խորհրդարանի ղեկավարը միաժամանակ նկատել է, որ ՀՀ բոլոր դպրոցներում ռուսերենը դասավանդվում է, ինչը, իր կարծիքով, ամբողջությամբ բավարարում է խնդրի լուծմանը:

Քննարկումների արդյունքում Վյաչեսլավ Վոլոդինը նշել է, որ ռուսական կողմը բաց է քննարկումների համար: Պայմանավորվածություն է ձեռք բերվել հետագայում անդրադառնալ այդ հարցին՝ գտնելով հնարավոր այլընտրանքային լուծումներ:
