ՀՀ ԱԻՆ-ում քննարկվել են աղետների ռիսկի կառավարման հիմնահարցերը

ՀՀ արտակարգ իրավիճակների նախարարությունում հուլիսի 19-ին կայացավ ՀՀ աղետների ռիսկի կառավարման ազգային ռազմավարության ղեկավարման խորհրդի առաջին նիստը:
Ռազմավարության ղեկավարման խորհուրդը խորհրդակցական մարմին է, որում ընդգրկված են ՀՀ առողջապահության, աշխատանքի և սոցիալական հարցերի, բնապահպանության, գյուղատնտեսության, տնտեսական զարգացման և ներդրումների, էներգետիկ ենթակառուցվածքների և բնական պաշարների, տարածքային կառավարման և զարգացման, կրթության և գիտության, ֆինանսների նախարարների տեղակալները, ՀՀ կառավարությանն առընթեր ոստիկանության պետի տեղակալը և ՀՀ ազգային վիճակագրական ծառայության նախագահի տեղակալը:
Նիստը ղեկավարում էր խորհրդակցական մարմնի նախագահ, ՀՀ ԱԻ նախարար Դ. Տոնոյանը: Նախարարը ներկայացրեց նիստի օրակարգն ու անդրադարձավ անելիքներին: « Այսօրվա մեր հանդիպումը նշանակալի է, քանի որ դրանով պաշտոնապես մեկնարկում են ս.թ. ապրիլի 6-ին ՀՀ կառավարության որոշմամբ հաստատված ՀՀ ԱՌԿ ազգային ռազմավարության իրականացման գործընթացի ղեկավարման և համակարգման համար նախատեսվող ռազմավարության ղեկավարման խորհրդի աշխատանքները: Նիստի նպատակն է նախորոշել խորհրդի դերը և աշխատանքային ձևաչափը, ընհանուր ներկայացնել ԱՌԿ ազգային ռազմավարությունը և դրա իրականացման գործողությունների ծրագիրը, քննարկել ռազմավարության իրականացման գործողությունների ծրագրից բխող առաջնահերթություններ և այլ հարցեր»,- նշեց նա:
Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ արտակարգ իրավիճակների նախարարությունից, ՀՀ ԱԻՆ ներկայացուցիչ Մարգարիտա Հակոբյանը և Համաշխարհային բանկի փորձագետ Արա Նազինյանը ներկայացրեցին Սենդայի աղետների ռիսկի նվազեցման գործողությունների շրջանակը և Հայաստանում աղետների ռիսկի կառավարման ռազմավարությունը՝ անդրադառնալով նպատակներին, արդյունքներին և թիրախներին:
ԱՌԿ ռազմավարությունը բխում է ՀՀ ազգային անվտանգության ռազմավարությունից, համահունչ է Սենդայի 2015-2030թթ. գործողությունների ծրագրին և ուղղված է կայուն զարգացման նպատակների իրականացմանը: ԱՌԿ ռազմավարության նպատակն է պաշտպանել մարդկանց և նրանց առողջությունը, ունեցվածքը, ապրուստը և արտադրական, ինչպես նաև՝ մշակութային ու բնապահպանական ակտիվները: ԱՌԿ ազգային ռազմավարությունը և դրա իրականացման գործողությունների ծրագիրն ըստ էության ղեկավար փաստաթուղթ են հանդիսանում՝ նպատակ ունենալով զարգացնել Հայաստանի Հանրապետության աղետների ռիսկի կառավարման կարողությունները և Հայաստանը դարձնել դիմակայուն երկիր:
Ներկաները քննարկեցին գործընթացում ներառված շահագրգիռ կողմերի, կառույցների և գործընկերների դերը, առաջարկեցին արդյունավետ գործընթացի ընդհանուր կառավարման մեխանիզմներ:
