Իրավական առումով որեւէ խոցելի տեղ չկա, որ Բակո Սահակյանը ընտրվել է նախագահ; Այս մասին այսօր՝ հուլիսի 19–ին, ընտրություններից հետո լրագրողների հետ զրույցում ասել է Արցախի խորհրդարանի նախագահ Աշոտ Ղուլյանը՝ պատասխանելով այն քննադատություններին, որ բակո Սահակյանը երրորդ անգամ առաջադրվելով՝ խախտել է Սահամանդրությունը։
«Կարծում եմ՝ հաղթել ենք բոլորս, որովհետեւ մեզ հաջողվել է միասնաբար անցկացնել քաղաքական կարեւոր մի գործընթաց, որի արդյունքում մենք ընտրեցինք Արցախի հանրապետության նախագահ։ Եւ 2018–ի սեպտեմբերից նա կիրականացնի իր լիազորությունները»,-ասել է նա:
ինչ վերաբերում է այն մեկնաբանություններին, որ Բակո Սահակյանի վերընտրվելը Արցախի ժողովրդավարության նահանջն էր, Ղուլյանն ասել է. «Չեմ կիսում այդ կարծիքը։ Տեղը չէ, որ քաղաքական բանավեճ բացենք։ Իրավական առումով որեւէ խոցելի տեղ չկա, եթե այդպիսի բաց լիներ, առաջին հերթին խորհրդարանում քաղաքական ուժերը եւ գործող նախագահը չէր տա համաձայնությունը, որ առաջադրվեր։ Պետք է Սահմանադրությունը ճիշտ կարդալ, ճիշտ ընկալել»:
Արցախի խորհրդարանի նախագահի խոսքով, մենք գործ ունենք երկու ժամանակահատվածում համաժողովրդական ընտրություններով ընտրված նախագահի հետ, որը սեպտեմբերին ավարտում է իր լիազորությունների ժամկետը եւ արդեն սեպտեմբերից շարունակելու է որպես խորհրդարանի կողմից ընտրված նախագահ։
Ինչ վերաբերում է իր պաշտոնավարման ժամկետին, որն ավարտվում է 2020 թվականին, Աշոտ Ղուլյանն ասել է՝ կարող է ցանկացած պահի այլ թեկնածու ընտրվել. «Նոր Սահմանադրությամբ ցանկացած պահի կարող են ԱԺ նախագահ ընտրել, բայց մի պայմանով, եթե կա նոր թեկնածու, որը ստանալու է ձայների մեծամասնությունը»։
Նշենք, որ այսօր՝ հուլիսի 19-ին, Արցախի ԱԺ-ում Բակո Սահակյանը երրորդ անգամ ընտրվել է երկրի նախագահ: Նոր Սահմանադրությամբ սա անցումային փուլ է, իսկ արդեն 2020 թվականին տեղի կունենա Արցախի նախագահի համապետական ընտրություն:
