ԵԱՏՄ երկրները համաձայնեցնում են գազի, նավթի գնագոյացման ընդհանուր կարգը

Եվրասիական տնտեսական հանձնաժողովի էներգետիկայի և ենթակառուցվածքների հարցերով կոլեգիայի անդամ (նախարար) Ադամկուլ Ժունուսովի նախագահությամբ տեղի ունեցած խորհրդակցության ժամանակ նավթի, գազի, նավթամթերքի ընդհանուր շուկա ստեղծելու ծրագրի մի շարք կետերի շուրջ ձեռք է բերվել ընդհանուր կոնսենսուս: Մասնավորապես, միասնական ընկալում կա այն մասին, որ գազի շուկայական գինը որոշվի ԵԱՏՄ անդամ երկրների միջև կնքվելիք ուղիղ պայմանագրերով կամ բորսային աճուրդի ընթացքում, եթե բացակայում են գնային կարգավորումները:
«Մենք կցանկանայիք մաքսիմալ արագացնել փաստաթղթերի ուղղությամբ նախատեսված աշխատանքը, որը հանձնարարվել է ԵԱՏՄ երկրների ղեկավարների կողմից: Փաստացի փաստաթղթերի փաթեթը երկու նախագծերով պետք է պատրաստ լինի այս տարվա աշնանը»,- «Արմենպրես»-ի հաղորդմամբ՝ նշել է նախարար Ադամկուլ Ժունուսովը:
Ինչպես հայտարարել է Եվրասիական տնտեսական հանձնաժողովի էներգետիկայի դեպարտամենտի տնօրեն Լեոնիդ Շենեցը, ծրագրերի նախագծերը քննարկվել են բավական ակտիվ, բայց մի քանի հարցերի շուրջ դեռ անհրաժեշտ է փնտրել ընդհանուր դիրքորոշումներ: «Խնդրում եմ ելնել նրանից, որ մեզ համար կարևոր է ԵԱՏՄ անդամ բոլոր երկրների համար գտնել էներգառեսուրսների ընդհանուր շուկա, այլ ոչ թե առանձին վերցրած միության անդամ պետության համար»,-ընդգծել է նա:
Խորհրդակցության մասնակիցները համաձայնության են եկել գազի բորսային աճուրդի իրականացման կարգավիճակի և ձևաչափի շուրջ, որը կգործի մինչ ԵԱՏՄ ընդհանուր շուկայում գազի առևտրի կանոնների ուժի մեջ մտնելը:
Ընդհանուր շուկայի գործարկման ժամանակ նախատեսվում է մշակել գնագոյացման մեթոդոլոգիա` կապված գազի, նավթի և նավթամթերքի տեղափոխման ծառայությունների հետ: Կմշակվեն նաև մեխանիզմներ կանխելու ընդհանուր շուկայում ձեռք բերված գազի վերավաճառքի հնարավորությունները երրորդ երկրին:
ԵԱՏՄ-ի գազի ընդհանուր շուկայի գործարկումը պետք է բերի շուկայի մասնակիցների թվի ավելացման, ինչպես նաև նպաստի մեծածախ գների կրճատմանը տարբեր կատեգորիայի սպառողների համար: Նավթային ոլորտում նախագծի հաջողությամբ գործարկման դեպքում կապահովվի նավթի, նավթամթերքի ազատ մատակարարում:
