Հայաստանը հայտարարելու է միասնական երթուղային ցանցի ստեղծման միջազգային մրցույթ
SOCIETYՀայաստանի կառավարությունը հավանություն տվեց միասնական երթուղային ցանցի ստեղծման տեխնիկական առաջադրանքին։ ՀՀ տրանսպորտի, կապի և տեղեկատվական տեխնոլոգիաների նախարար Վահան Մարտիրոսյանը նշեց, որ նախագծի ընդունումը պայմանավորված է Հայաստանի Հանրապետության ամբողջ տարածքը տրանսպորտային սպասարկմամբ ապահովելով: Նախարարը նշեց, որ ներկայումս «Ավտոմոբիլային տրանսպորտի մասին» ՀՀ օրենքի 10-րդ հոդվածի համաձայն` հանրապետությունում տարբեր պետական և տեղական ինքնակառավարման մարմիններ են ձևավորում երթուղային ցանցեր, որոնք չեն ապահովում փոխադրումների արդյունավետությունը:
«Չվացուցակները կազմվում են այնպես, որ հնարավոր չի լինում ապահովել գյուղերից մինչև մարզկենտրոն կամ մարզի խոշոր քաղաք, այնուհետև դեպի Երևան կամ այլ մարզի խոշոր քաղաք ուղևորների արդյունավետ փոխադրումը: Որոշ երթուղիներ տնտեսապես հիմնավորված են և դրանց համար բազմիցս հայտարարված մրցույթները չեն կայանում հայտերի բացակայության պատճառով», - «Արմենպրես»-ի հաղորդմամբ՝ ասաց նախարարը՝ ավելացնելով, որ գործող երթուղային ցանցում հնարավոր չէ ներդնել միասնական տոմսավորման համակարգ և շահագործվող տրանսպորտային միջոցների տեղորոշման համակարգ, ինչը թույլ չի տալիս ուղևորներին արդյունավետ կազմակերպելու ուղևորությունը:
«Տեխնիկական առաջադրանքի շրջանակներում ըստ մարզերի կհավաքագրվեն տվյալներ, որոնց հիման վրա մարզերն ըստ խոշոր քաղաքների կբաժանվեն տարածաշրջանների,կսահմանվեն օպտիմալ երթուղիներ: Տեխնիկական առաջադրանքի հիմնական նպատակն է ստեղծել արդյունավետ ուղևորափոխադրում գյուղերից դեպի մարզկենտրոն կամ մարզի խոշոր քաղաք, այնուհետև դեպի Երևան», - ասաց Մարտիրոսյանը: ՀՀ վարչապետ Կարեն Կարապետյանը նախարարից հետաքրքրվեց՝ արդյոք օպերատորների հետ քննարկել են: Վահան Մարտիրոսյանն էլ ասաց, որ մի քանիսի հետ քննարկել են։«Մեծ մրցույթ ենք հայտարարելու, որ միջազգային օպերատորներն էլ մասնակցեն», - ասաց նախարարը։ Արձանագրային որոշման նախագծի ընդունման արդյունքում հանրապետության բոլոր համայնքները կապահովվեն տրանսպորտային սպասարկմամբ, կկրճատվի ուղևորության համար ծախսվող ժամանակահատվածը, կանոնավոր ուղևորափոխադրումներում ներգրավված տրանսպորտային միջոցները կհամապատասխանեցվեն փաստացի ուղևորահոսքի ծավալներին, կբարձրանա ուղևորափոխադրումների արդյունավետությունը և ոլորտի վերահսկողության մակարդակը:
