Անցումային փուլում Արցախին պետք էր փորձառու նախագահ և Բակո Սահակյանի թեկնածությանն այլընտրանք չկար. Միհրան Հակոբյան

Նախագահի ընտրության արդյունքը ցույց է տալիս, որ Բակո Սահակյանն Արցախում ունի բացարձակ վստահություն: Այս մասին Tert.am-ի հետ զրույցում ասաց ԱԺ «Հանրապետական» խմբակցության պատգամավոր Միհրան Հակոբյանը:
«Շատ կարևոր էր, որ անցումային շրջանում երկիրը պետությունը ղեկավարի փորձառու և ժամանակի մեջ իր աշխատանքով, իր գործունեությամբ աշխատասիրությունն ապացուցած անձնավորություն, և կարծում եմ՝ Բակո Սահակյանի թեկնածությանն այստեղ այլընտրանք ուղղակի գոյություն չուներ»,- ասաց պատգամավորը:
Հիշեցնենք, որ հուլիսի 19-ին Արցախի խորհրդարանը ձայների մեծամասնությամբ՝ 28-ը 4-ի հարաբերակցությամբ, երկրի նախագահ է ընտրել գործող նախագահ Բակո Սահակյանին: Նշենք, որ Արցախում սահմանադրական փոփոխությունների անցումային դրույթներով պայմանավորված խորհրդարանն անցումային շրջանում ընտրել է նախագահ, որը կպաշտոնավարի մինչև գործող Ազգային ժողովի լիազորությունների ավարտը՝ 2020 թվականը, որից հետո արդեն տեղի կունենան Արցախի նախագահի համապետական ընտրություններ:
Միհրան Հակոբյանի խոսքով՝ այս անցումային շրջանի 3 տարին Արցախի Հանրապետության համար կարևորագույն շրջան է, քանի որ Արցախը կոնկրետ պատերազմող պետություն է։ «Ցնցումները ուղղակի կարող են լինել ճակատագրական և ունենան ֆիզիկական անվտանգության նշանակություն ինչպես Արցախի, այնպես էլ Հայաստանի բնակչության համար»,- նշեց Հակոբյանը:
Ինչ վերաբերում է Արցախի նախագահական կառավարման մոդելին անցնելուն, Միհրան Հակոբյանն ասաց, որ դա ճիշտ տարբերակ է պատերազմող երկրի դեպքում: Նրա կարծիքով՝ ճիշտը կառավարման կիսանախագահական կամ կիսախորհրդարանական համակարգերից հրաժարվելն է:
«Ժամանակակից աշխարհն ապացուցել է, որ կենսունակ են այն պետությունները, որոնք կառավարման հարցում հստակություն են մտցնում: Կիսա-ներից հրաժարվեցին երկու հայկական Հանրապետություններն էլ: Արցախը պատերազմող հանրապետություն է և ուժեղ նախագահական կառավարման համակարգը նրա համար ամբողջովին արդարացված է»,- շեշտեց նա:
Հայաստանի Հանրապետությունը նույնպես պատերազմող երկիր է և անցել է խորհրդարանական կառավարման մոդելին, բայց համեմատելի չեն Հայաստանի և Արցախի սահմանային իրավիճակները:
«Որպես առաջնագծային հայկական պետություն Արցախը գրեթե ամբողջությամբ շրջապատված է շփման գծով և վիճակն անհամեմատելի է Հայաստանի սահմանների հետ»,- ասաց Հակոբյանը:
