Ադրբեջանն ամեն ինչ անում է, որպեսզի հրաժարվի Մինսկի խմբի ձևաչափից. Միհրան Հակոբյան

ԱԺ «Հայաստանի Հանրապետական կուսակցություն» խմբակցության պատգամավոր Միհրան Հակոբյանը, Tert.am-ի հետ զրույցում անդրադառնալով Հայաստանի և Ադրբեջանի նախագահների հնարավոր հանդիպմանը, նշեց, որ հանդիպումները միշտ դրական պետք է համարել, որովհետև եթե կան հանդիպումներ, բանակցային գործընթաց, ապա չկա պատերազմ: 

Չնայած դրան, նա նշեց, որ անշնորհակալ գործ կլինի կանխատեսում անելը՝ հանդիպումը կկայանա՞, թե չի կայանա, որովհետև ՀՀ նախագահը հստակ հայտարարել է, որ դեմ չէ Ալիևի հետ հանդիպմանը, սակայն դա պետք է լինի առարկայական: 

«Ադրբեջանը փաստացիորեն հրաժարվել է մադրիդյան սկզբունքներով բանակցությունները շարունակելուց և ամեն բան անում է, որ բանակցային գործընթացը վիժեցնի, բանակցային ձևաչափը տապալի»,-ասաց նա և նշեց, որ հանդիպման կայացումը Ադրբեջանի վարքագծից է կախված, թեև չի կարծում, որ այդ հանդիպումից բեկումնային որևէ բան կլինի:

Ըստ նրա` սահմանում լարվածություն առաջացնելը խոսում է այն մասին, որ Ադրբեջանն ըստ էության պատրաստ չէ բանակցային ճանապարհով խնդրի լուծմանը: 

«Երկար տարիների բանակցային այս գործընթացի ընթացքում Ադրբեջանի վերնախավը հասկացել է, որ չի կարողանում միջազգային հանրության միջոցով բանակցային ձևաչափով հասնել իր ցանկացած արդյունքին և փորձում է շանտաժի ճանապարհով առաջ գնալ, որն էլ առանձնապես պտուղներ չի տալիս: Հանդիպումները նախագահների ձևաչափով ամեն դեպքում պետք է դրական գնահատել»,-ասաց նա:

Միհրան Հակոբյանը նշեց, որ մենք պատերազմում հաղթած պետություն ենք, և պատերազմական գործողությունները որևէ ադեկվատ մարդու ձեռնտու լինել չեն կարող, սակայն պետք է հասնել նրան, որ Ադրբեջանը պատրաստ լինի իրական բանակցությունների, ոչ թե բանակցային սեղանին նստի ժամանակ ձգձգելու, իմիտացիաների համար:

Ինչ վերաբերում է Մինսկի խմբի դիրքորոշմանը և Ադրբեջանին բանակցային սեղանին բերելու քայլերին, նա ասաց, որ Մինսկի խմբի ձևաչափը միջնորդական է, և մենք էլ պետք է հասկանանք, որ նա չի կարող միակողմանի քայլեր ձեռնարկել: 

«Ադրբեջանը հենց դրան է սպասում և ամեն ինչ անում է, որ Մինսկի խումբը լուրջ ճնշումներ սկսի և ասի, որ հրաժարվում է այդ ձևաչափից, քանի որ այն պրոհայկական դիրքորոշում ունի»,-ասաց նա:

Պատգամավորը նկատեց, որ Մինսկի խմբի անդամ երկրների հետազոտական ծառայությունները աշխարհում լավագույններն են և նրանք շատ լավ գիտեն, թե որ կողմն է սադրանքների գնում, զինադադարը խախտում:

«Մինսկի խմբի կողմից սպասել բացահայտ ճնշում Ադրբեջանի նկատմամբ՝ ճիշտ չի լինի, սակայն Մինսկի խումբն իր նախկին ուղիղ, հասցեական հայտարարությամբ դեղին քարտ ցույց տվեց Ադրբեջանին: Մենք չգիտենք, թե Մինսկի խումբը ոչ հրապարակային մակարդակով ինչպես է աշխատում Ադրբեջանի հետ, որ զսպի սադրանքային քաղաքականությունը, բայց գոնե հրապարակային քաղաքականության մասով Մինսկի խումբն իրեն շատ բան չի կարող թույլ տալ և պետք է փորձի պահպանել երկկողմ անհասցե հայտարարությունների քաղաքականությունը»,-ասաց նա և նշեց, որ ներկայումս փաստացիորեն բանակցային գործընթաց չկա:

«Մինսկի խումբը մի քանի հանդիպում կազմակերպել է՝ հանդիպում հանդիպման համար, որ այդ գործընթացը մնա հունի մեջ, և մարդիկ իմանան, որ բանակցային գործընթացը Մինսկի խմբի ձևաչափով գոյություն ունի և ընթանում է»,-ասաց նա և նշեց, որ նման հանդիպումները լարվածության աստիճանի նվազեցման, կողմերին ինչ-որ ընդհանուր շփումների բերելու համար են արվում:
