Թումանյան համայնքում ներկայացվել են համայնքի տնտեսական զարգացմանը միտված մեթոդները

ՀՀ տարածքային կառավարման և զարգացման նախարարության  տեղական ինքնակառավարման վարչության  պետ Աշոտ Գիլոյանը և  Գերմանիայի միջազգային զարգացման ընկերության (ԳՄՀԸ) ծրագրի համակարգող Արման  Քեշիշյանը հուլիսի 25-27-ը ներկա են գտնվել Լոռու մարզի Թումանյան համայնքում կայացած  ԳՄՀԸ  «Լավ տեղական ինքնակառավարում Հարավային Կովկասում» ծրագրի «Տեղական տնտեսական զարգացման» բաղադրիչով իրականացվող՝ «Ծրագրային առաջարկների ձևակերպման և լրացուցիչ միջոցների հայթայթման կարողությունների զարգացում» թեմայով վերապատրաստման դասընթացին: Այս մասին «Արմենպրես»-ին տեղեկացրին ՀՀ տարածքային կառավարման և զարգացման նախարարության հասարակայնության հետ կապերի բաժնից:

Դասընթացի ժամանակ վերհանվել են համայնքի մրցակցային առավելությունները, ռեսուրսային բազան, ձևավորվել է տնտեսական զարգացման տեսլականը և դրա կապը հնգամյա սոցիալ-տնտեսական զարգացման ծրագրի և տարեկան աշխատանքային պլանի հետ:

Աշոտ Գիլոյանը ներկայացրել է  ծրագրի կարևորությունը համայնքային զարգացման համար՝ ՀՀ կառավարության գերակայությունների շրջանակներում և ակնկալվող արդյունքները: Ներկայացվել են նաև մեթոդներ, որոնց շնորհիվ հնարավոր է դառնում հանրային, մասնավոր և հասարակական հատվածների համագործակցությունը՝ ի շահ համայնքի տնտեսական զարգացման:

 Ա. Քեշիշյանն էլ ներկայացրել է ծրագրի նախապատմությունը, նպատակներն ու խնդիրները և համայնքային զարգացման համար տնտեսական զարգացման կարևորությունը:  Խոսվել է ծրագրի կառուցման մեթոդների,  Թումանյան համայնքում դրանց կիրառելիության մասին, տրվել է տեղեկատվություն ֆինանսական հնարավոր աղբյուրների վերաբերյալ:

Նշյալ  դասընթացն իրականացվում է ԳՄՀԸ և ՀՀ ՏԿԶՆ տարեկան գործողությունների պլանի համաձայն, որի բաղադրիչներից մեկը տեղական տնտեսական զարգացումն է: Հիշեքնենք, որ ԳՄՀԸ  ֆինանսական և մեթոդաբանական աջակցությամբ ՀՀ ՏԿԶ նախարարի տեղակալ Վարազդատ Կարապետյանը մշակել է «Համայնքների տնտեսական զարգացման ուղեցույցը»:

Այս միջոցառումն արդեն երրորդն է: Նախկինում դասընթացն անցկացվել է Վայք, Զառիթափ (հուլիսի11-13-ին), Գորիս, Տեղ և Տաթև (հուլիսի 17-19-ին) համայնքներում: Հաջորդ դասընթացը պլանավորված է Ջերմուկ և Գորայք խոշորացված համայնքների համար՝ Ջերմուկում:
