Քանի այս Մաքսային միությունը թղթի վրա է, մենք պետք է մտածենք ուրիշ երկրի հետ մաքսային միության մեջ մտնելու մասին. Tert.am-ի հետ զրույցում նման տեսակետ հայտնեց ԲՀԿ-ական նախկին պատգամավոր Լյովա Խաչատրյանը:
«Եթե դա չի աշխատում, ուրեմն պետք է ընտրենք ուրիշը: Ի՞նչ է նշանակում մաքսային շուկա, որ յուրաքանչյուրը կարող է նստել իր մեքենան և ուղիղ գնալ դիմացի շուկա, բայց քանի դա թղթի վրա է, քանի դա ձևական է, մեզ մոտ գյուղատնտեսությունը չի կարող ձեռնտու լինել: Այ երբ գյուղացին իր մի քանի հարյուր կիլոգրամ բերքը կլցնի իր մեքենան և առանց արգելքի կհասնի այն շուկան, որը կոչվում է Մաքսային միություն և տեղափոխի այնպես, ինչպես Ապարանից Երևան, այդ դեպքում գյուղացին օգուտ կստանա »,-ասաց նա:
Ըստ նրա, երբ գյուղացին մի անգամ փորձում է և չի ստացվում՝ «թքում է», ու էլ չի ուզում տանել, ծախս անել, հետո թափել:
Դիտարկմանը, թե երբ Հայաստանն անդամակցում էր ԵԱՏՄ-ին, ԲՀԿ-ն, այդ թվում ինքը որպես ԲՀԿ պատգամավոր կողմ քվեարկեցին Մաքսային միությանն ու ԵԱՏՄ-ին, Լյովա Խաչատրյանը նախ ուղղեց, թե ինքը ձեռնպահ է քվեարկել, ապա հավելեց՝ այդ ժամանակ իրենք կողմ էին միասնական շուկային:
«Բայց հիմա ունենք այն, ինչ ունենք: Հասկանում եք՝ շուկա ունենալը մեկ այլ բան է, օրենքերը կիրառելը՝ այլ: Երբ օրենքը չի գործում, ընտրովի է գործում, բացարձակ նշանակություն չունի շուկայի մեջ ենք, թե ոչ»,-ասաց նա:
