ՀՀ աշխատանքի և սոցիալական հարցերի նախարար Արտեմ Ասատրյանի նախագահությամբ հուլիսի 26-ին տեղի է ունեցել Հանրապետական եռակողմ հանձնաժողովի հերթական նիստը:

Ինչպես տեղեկացնում են ՀՀ աշխատանքի և սոցիալական հարցերի նախարարության հասարակայնության հետ կապերի բաժնից, նիստի օրակարգի հաստատումից հետո ՀՀ աշխատանքի և սոցիալական հարցերի նախարարության աշխատակազմի սոցիալական աջակցության վարչության պետ Աստղիկ Մինասյանը ներկայացրել է «Սոցիալական աշխատանքի մասին» և ««Սոցիալական աջակցության մասին» Հայաստանի Հանրապետության օրենքում փոփոխություններ և լրացումներ կատարելու մասին» ՀՀ օրենքների նախագծերի փաթեթը, որն արդեն դրվել է շրջանառության մեջ և գտնվում է քննարկումների և լրամշակման փուլում: Տիկին Մինասյանը նշել է, որ օրենքով սահմանվում են «սոցիալական աշխատանք» հասկացությունը, սոցիալական աշխատանքի սկզբունքները, սոցիալական աշխատանքի մասնագետների իրավունքներն ու պարտականությունները,  ինչպես նաև սոցիալական աշխատանքի մասնագետների պալատի գործունեության հիմնական նպատակը և խնդիրները:

Նախարար Արտեմ Ասատրյանը, անդրադառնալով օրենքի նախագծին, նշել է. «Օրենսդրական նախաձեռնությունը եկել է սոցիալական աշխատողների ասոցիացիայի կողմից, և մենք որպես ոլորտի պետական կառավարման մարմին ընդունել ենք այդ մոտեցումը և եթե մեր գործընկերների կողմից կա պատրաստակամություն իրենց վրա ավելի շատ պարտականություններ վերցնել որպես սոցիալական աշխատողների ինստիտուցիոնալ միավորում, ապա մենք պատրաստ ենք միայն աջակցել»:

Այնուհետև գործընկերների կողմից ներկայացվել է Աշխատանքի միջազգային կազմակերպություն-Հայաստան համագործակցության «Արժանապատիվ աշխատանք» ծրագրի ընթացքի վերաբերյալ տեղեկատվություն: Ըստ գործընկերների՝ անհրաժեշտություն կա ԱՄԿ-ին վերջնական փաթեթ ներկայացնելու նպատակով աշխատանքային խմբի քննարկում կազմակերպել, որպեսզի բոլոր առաջարկությունների հիման վրա լրամշակվի նախագիծը:

Անդրադառնալով  ՀՀ աշխատանքային օրենսգրքի փոփոխությունների ընթացքին՝ նախարար Արտեմ  Ասատրյանը նշել է, որ ՀՀ արդարադատության նախարարի հետ պայմանավորվածություն ձեռք բերելուց հետո աշխատանքներն առարկայացնելու նպատակով աշխատանքային խումբ կստեղծվի, որտեղ պետք է պարտադիր մասնակցություն ունենան նաև սոցիալական գործընկերները:

Օրակարգի հարցերի  շրջանակներում առաջարկ է եղել նաև Հայաստանի Հանրապետությունում հունիսի 23-ը ընդունել որպես Հանրային ծառայողի օր: 

Նախարարը, կարևորելով նախաձեռնությունը,  նշել է. «Այս քայլով մենք ևս մեկ անգամ հնարավորություն կստեղծենք, որպեսզի կարևորվի հանրային ծառայողի դերն ու նշանակությունը հասարակության մեջ, հանրային ծառայողը հանրային բարիք  ստեղծող է,  ում  աշխատանքը  ուղղված է նոր արդյունքի ստեղծմանը, որը նախատեսված է ողջ հասարակության համար»:

Նիստի ավարտին պայմանավորվածություն է ձեռք բերվել վերջին հարցի վերաբերյալ ուսումնասիրել միջազգային փորձը, ձևակերպել հիմնավորումները և ամբողջականացված տեղեկատվությունը ներկայացնել նախարարություն, որի հիման վրա կմշակվի ՀՀ կառավարության որոշման նախագիծ և կներկայացվի ՀՀ կառավարություն:

Հանդիպմանը մասնակցել են Հայաստանի արհմիությունների կոնֆեդերացիայի, գործատուների հանրապետական միության և սոցիալական գործընկերության պետական կողմը ներկայացնող գերատեսչությունների ներկայացուցիչներ:
