Հայաստանի կառավարությունը պատրաստում է օրինագիծ՝ մեքենաներում գազի բալոնների վիճակի վերահսկողությունն ուժեղացնելու մասին։ Այս մասին NEWS.am–ի թղթակցին հայտնել է «Էքսպերտ Թեչ» ԲԲԸ-ի տնօրեն Մկրտիչ Տիգրանյանը։
Որպես ոլորտի ներկայացուցիչ (ընկերությունը գազի բալոնների փորձաքնննություն է իրականացնում) նա մասնակցել է օրինագծերի փաթեթի քննարկումներին։ Պետության կողմից նախագիծը քննարկում են Տնտeսական զարգացման ու ներդրումների նախարարության տեսչական մարմինը, Տրանսպորտի, կապի ու ՏՏ նախարարությունը, նաեւ ԱԻՆ-ը։
Գազի բալոնների անվտանգությանը հետեւելու հանձնարարական էր տվել Հայաստանի վարչապետ Կարեն Կարապետյանը։
Հիմա մեքենաների գազի բալոններին հետեւում են կամ պետք է հետեւեն 2005-ին ընդունված N 2388 կանոնակարգով։ Այն արգելում է գազ լիցքավորել 200 մթնոլորտից բարձր ճնշման տակ։ Բայց օրենքներում նշված չէ, թե ով ու ինչպես է պատասխանատու ճնշման գերազանցման համար, նաեւ առանց փորձաքննության բալոններ լիցքավորելու ու օգտագործելու համար։ Այս խախտումների համար առաջարկում են տուգանքներ սահմանել լիցքավորման կայանների ու դրանց հաճախորդների ՝ կորպորատիվ ավտոպարկերի համար։ Տիգրանյանը առաջարկում է տուգանել նաեւ հասարակ վարորդներին՝ բացառապես անվտանգության նկատառումներով։ «Մենք առաջարկել ենք, որ տուգանեն ոչ միայն լիցքավորման կայանին, այլեւ վարորդին։ գոնե հազար դրամով։ Որպեսզի նա չփնտրի լիցքավորող կայան, որի հետ հնարավոր է պայմանավորվել, այլ ինքը ստիպված լինի ստուգվել։ Ու որպեսզի չփնտրի լաբորատորիա, որի հետ կկարողանա պայմանավորվել, դրանք՝ այսինքն մեզ պետք է խստորեն արտոնագրել»։
Համեմատեք՝ չամրացված ամրագոտու կամ ղեկի մոտ ծխելու համար 5 հազար դրամով տուգանում են։ Իսկ այստեղ՝ չնչին գումար է, ու դա այն դեպքում, որ անսարք բալոնը կարող է ավերածություններ առաջացնել 25-30 մետր շրջակայքով։ Բայց գոնե հազար դրամով թող տուգանեն, որպեսզի ինչ –որ ձեւով ստիպեն մարդկանց մտածել»,- ասել է Տիգրանյանը։
«Հետեւելու համար, թե ում մոտ ինչ վիճակում են բալոնները, Հայստանի ճանապարհային ոստիկանությունը կարող է իր տվյալների բազայում ընգրկել լաբորատորիաների եզրակացությունները։ Եվ երբ նրանք ստուգեն որեւէ մեքենա, նրանց աչքի առաջ անմիջապես կերեւան բալոնների մասին տվյալները։ Եվ նորից, որպեսզի մեր ՝ իմ ու իմ գործընկերների եզրակացությունները վստահության արժանի լինեն, մենք պետք է արտոնագրում անցնենք»,- հավելեց նա։
