Հայաստան-Միացյալ Նահանգներ կրկնակի հարկումը բացառող համաձայնագիրը միշտ եղել է ՀՀ կառավարության օրակարգում և առաջնահերթությունների թվում: Կառավարության նիստից հետո լրագրողների հետ զրույցում այս մասին ասաց ՀՀ ֆինանսների նախարար Վարդան Արամյանը։ «2008 թվականից, երբ ես տեղափոխվեցի Ֆինանսների նախարարություն, չեմ հիշում մեկ տարի, որ հայ-ամերիկյան միջկառավարական հանձնաժողովում այդ հարցը, որպես մեզ համար կարևորագույն հարց, դրված չլինի»,- «Արմենպրես»-ի հաղորդմամբ, նշեց նախարարը։ Հարցին՝ ի՞նչ է սա տալիս մեզ, նախարարը պատասխանեց՝ «երբ տնտեսավարողները որոշումներ են կայացնում, նրանք նայում են հարկման դաշտին, ու դա նրանց համար կարևոր է»։

«Այն երկրները, որտեղ կա կրկնակի հարկման համաձայնագիր, որոշակի վստահություն են ներշնչում տնտեսավարողին, որպեսզի հետագայում, եթե ինչ-որ առումով տեղի ունենան որոշակի տարաձայնություններ, խաղի կանոններն ավելի հստակ լինեն, մենք մշտապես ամերիկյան մեր գործընկերների հետ այս հարցը քննարկում ենք: Հայաստանն օրեր առաջ կրկնակի հարկման մասին համաձայնագիր ստորագրեց Իսրայելի հետ, ինչը նախանշում է, որ սա մեզ համար կարևոր է: Այսօր կա 46 պետություն, որոնց հետ կնքել ենք կրկնակի հարկումը բացառող համաձայնագրեր, Իսրայելը դարձավ 47-րդը, հուսով ենք, որ Միացյալ Նահանգները հաջորդը կլինի»,- նշեց Վարդան Արամյանը։

Թե ի՞նչ ժամկետներում Հայաստանը կունենա ԱՄՆ-ի հետ կրկնակի հարկման մասին համաձայնագիր, Ֆինանսների նախարարը դժվարացավ նշել: «Կարծում եմ, որ մենք մեր ամերիկյան գործընկերների հետ դեռևս աշխատանք ունենք անելու, որովհետև այս հարցը, եթե հիշողությունս չի դավաճանում, ավելի քան 20 տարի է՝ քննարկվում է: Այս հարցում ամերիկյան կողմն ունի իր փաստարկները։ Ներկա դրությամբ գործում է նաև նախկին՝ Խորհրդային Միության ու Միացյալ Նահանգների միջև գործող համաձայնագիրը, մեր կարծիքով՝ դա ժամանակավրեպ է, որովհետև այսօրվա դրությամբ՝ Տնտեսական համագործակցության և զարգացման կազմակերպության կողմից մշակվել են ուղղություններ ու ընդհանուր շրջանակներ՝ կրկնակի հարկումը բացառող կոնվենցիաների շրջանակում: Մենք վստահ ենք, որ գործողը չի համապատասխանում դրան և, գումարած, Հայաստանը չի հանդիսանում Խորհրդային Միությանը իրավահաջորդ»,- նկատեց նախարարը։ Արամյանի խոսքով՝ Հայաստանի հակափաստարկն այն է, որ այս պահի դրությամբ կրկնակի հարկումը բացառող համաձայնագրի բացառումը կարող է նաև խոչընդոտել, որպեսզի տնտեսավարողները որոշում կայացնեն և ներդրումներ իրականացնեն երկուստեք՝ այսինքն` դեպի Հայաստան ու Հայաստանից դեպի ԱՄՆ, որովհետև յուրաքանչյուր տնտեսավարող ներդրում կատարելուց պետք է վստահ լինի, որ հարկման դաշտն իր համար ընկալելի է ու կայուն։
