Առողջապահության նախարարությունը մեկ տարի անց նախատեսում է առաջարկել համընդհանուր ապահովագրական համակարգ

ՀՀ առողջապահության նախարար Լևոն Ալթունյանը կառավարության նիստից հետո լրագրողների հետ զրույցում անդրադարձավ պարտադիր բժշկական ապահովագրության ներդրման խնդին և նշեց, որ այսօր ընդունված որոշումը վերաբերում է միայն սոցփաթեթի շահառուների ներգրավմանը ապահովագրական գործընթացի մեջ: «Եթե մինչ օրս մենք ունեինք ապահովագրական կանխավճարային մոդիֆիկացիա, ապա սեպտեմբերից այդ գործընթացը կլինի ապահովագրական բանաձևով՝ այսինքն` հետվճարային: Հայաստանի շուկայում գործում է 6 ապահովագրական ընկերություն, եթե չեմ սխալվում, բոլորն էլ հայտ են ներկայացրել մասնակցելու այդ ծրագրին»,- ասաց Ալթունյանը:
Պարզաբանելով հետվճարային համակարգը՝ նախարարը նշեց, որ այսօր ֆինանսական տարվա սկզբին հիվանդանոցներին բաշխվում է լիմիտավորված գումար, որի սահմաններում նրանք ծառայություններ են մատուցում այն քաղաքացիներին, որոնք դիմել են բուժօգնության համար: «Գործող բանաձևի ամենամեծ մինուսն այն է, որ եթե հիվանդանոցը լավ է սպասարկում և հաճախորդների շրջանում պահանջարկ ունի, նրա գումարները ավարտվում են օրացույցային տարվա ավարտից շատ ավելի շուտ, և հերթեր են կուտակվում: Իսկ այն հիվանդանոցները, որոնք առանձնապես պոպուլյար չեն մեր բնակչության շրջանակներում՝ նրանք այդ գումարը ունենում են մինչև տարվա վերջ, և ավելանում է այդ գումարը:
Այսուհետև սոցիալական փաթեթի աշխատակիցների համար նախատեսված գումարը չի բաշխվելու տարվա սկզբին, ստեղծվելու են ռեզերվային ֆոնդեր ապահովագրական ընկերությունների ներքո և որևէ հիվանդանոց դիմելիս պետք կլինի միայն զանգահարել ապահովագրական ընկերություն և տեղյակ պահել, որ նա որոշել է բուժվել այս կամ այն բուժհաստատությունում, որից հետո ուժի մեջ կմտնեն ապահովագրական ընկերություն- բուժհաստատություններ հարաբերությունները, որոնք կանոնակարգվում են այսօրվա ընդունված որոշումով»,- «Արմենպրես»-ի հաղորդմամբ, ասաց Լևոն Ալթունյանը: Այս նախագիծը կարելի է դիտել որպես պիլոտային նախագիծ պարտադիր առողջապահական ապահովագրության ոլորում:
«Այս համակարգում ընդգրկվեց 80-100 հազար բնակչություն, եթե ամեն ինչ բարեհաջող և հարթ անցնի, 6 ամիս հետո մենք կառաջարկենք մի որոշման նախագիծ, որով ևս 612 հազար քաղաքացի կմիանա այս բանաձևին, և գործընթացի հաջողության դեպքում ևս մեկ տարի հետո կառաջարկենք համընդհանուր պարտադիր բժշկական ապահովագրություն», -ասաց նախարարը՝ ավելացնելով, որ այս համակարգը թույլ կտա խուսափել հերթերից, իսկ եթե հերթերը գոյանում են այն պատճառով, որ բնակչությունը ցանկանում է բուժվել հենց տվյալ բուժհաստատության և հենց այդ մասնագետի կողմից: Այդ դեպքում հերթի կարգավորումը կախված է միայն այդ բուժհաստատության կամ այդ մասնագետի թողունակությունից:
