Ադրբեջանը քանի՞ հայց է ներկայացրել ՀՀ-ի դեմ, քանի՞սն է դրանցից բավարարվել. «Հրապարակ»

«Հրապարակ» թերթը գրում է.

«2003-2014թթ․ Մարդու իրավունքների եվրոպական դատարանում դատավոր, Հայաստանի ներկայացուցիչ, 2014 թվականից առ այսօր ՀՀ Սահմանադրական դատարանի անդամ Ալվինա Գյուլումյանը օրերս մեր թերթին տված հարցազրույցում խոսել էր նաև Ադրբեջանից ընդդեմ ՀՀ-ի ՄԻԵԴ ուղարկվող հայցերի մասին։ Նա բացատրել էր, թե ինչ չափանիշներից ելնելով է ՄԻԵԴ-ը քննություն իրականացնում նման դեպքերում և ինչու է հօգուտ Ադրբեջանի կայացնում վճիռներ։

Ալվինա Գյուլումյանից հետաքրքրվեցինք, թե Ադրբեջանը քանի հայց է ներկայացրել Հայաստանի Հանրապետության դեմ, քանի՞սն է դրանցից բավարարվել իր՝ ՄԻԵԴ դատավոր աշխատելու ընթացքում։ Մեզ հետաքրքրում էր նաև, թե այդ հայցերի բավարարումից հետո որքան փոխհատուցում է տրվել պետբյուջեից։

Ալվինա Գյուլումյանը նշեց, որ իր՝ ՄԻԵԴ-ի դատավոր լինելու շրջանում Ադրբեջանը, որպես պետություն, Հայաստանի դեմ որևէ հայց չի ներկայացրել։ «600-700 դիմումներ ներկայացրել էին Արցախի Հանրապետության տիրապետության տակ գտնվող տարածքներից հեռացած ադրբեջանցիները։ Այդ գործերից քննվել է ընդամենը մեկ գործ՝ Չիրագովը և մյուսներն ընդդեմ ՀՀ-ի, որով ՄԻԵԴ-ը որոշեց, որ այդ տարածքի նկատմամբ իրավազորություններ է իրականացնում նաև ՀՀ-ն և հնարավորություն չընձեռելով տեղահանված անձանց վերադառնալու իրենց նախկին բնակավայրերը, խախտել է նրանց սեփականության իրավունքը, անձնական կյանքին չմիջամտելու, ինչպես նաև իրավունքների պաշտպանության արդյունավետ միջոցի իրավունքները»,- մեզ հետ զրույցում նշեց Ալվինա Գյուլումյանը։

Ինչ վերաբերում է այն հարցին, թե հայցերի բավարարումից հետո որքան փոխհատուցում է տրվել մեր պետբյուջեից, ապա Ալվինա Գյուլումյանը պատասխանեց․ «Այդ գործով վնասի փոխհատուցման հարցը դեռևս չի լուծվել, քանի որ գործով վճիռը կայացնելու պահին այդ հարցը դեռ չէր քննարկվել»»:
