21 տուժող լրագրող և օպերատոր, և ընդամենը 9 մեղադրյալ

Լրագրողական ՀԿ–ները պահանջ են դնում իշխանության առջև
2016 թվականի հուլիսի 29–ի լույս 30–իի գիշերը տեղի ունեցած դեպքերի առնչությամբ հարուցված քրեական գործով տուժող է ճանաչվել 21 լրագրող և օպերատոր, իսկ մեղադրանք է առաջադրվել ընդամենը 9 անձի: Այս մասին հայտարարություն են տարածել շուրջ մեկ տասնյակ լրագրողական կազմակերպություններ:
Հայտարարությունում, մասնավորապես, ասվում է.
«Մեկ տարի առաջ` 2016թ. հուլիսի 29–ի լույս 30–ի գիշերը, Երևանի Խորենացի փողոցում գտնվող՝ ՀՀ ոստիկանության պարեկապահակային ծառայության (ՊՊԾ) գնդի վրա «Սասնա ծռեր» խմբի հարձակումից հետո երկու շաբաթ տևած դրամատիկ իրադարձությունները հասան գագաթնակետին։ Իշխանությունների ձեռնարկած գործողությունների արդյունքում զինյալները հանձնվեցին, իսկ շարունակական բնույթ կրող հակակառավարական բողոքի ցույցերը ճնշվեցին՝ արցունքաբեր գազի, ձայնալուսային նռնակների և այլ հատուկ միջոցների կիրառմամբ։
Այդ գործողությունների ընթացքում ոստիկանների և նրանց աջակցությունից օգտվող քաղաքացիական հագուստով անձանց հարձակումների թիրախ դարձան նաև տարբեր ԶԼՄ–ների 27 լրագրող և օպերատոր, որոնցից 19–ը ենթարկվեցին ֆիզիկական բռնությունների, 8–ը՝ մասնագիտական գործունեության այլ խոչընդոտումների։ Ընդ որում՝ այս ամենը զուգորդվել է լրատվամիջոցների աշխատակիցների ֆոտո և տեսախցիկները միտումնավոր ջարդելով կամ վնասելով, դրանց հիշողության սարքերն առգրավելով, նկարահանված կադրերը ոչնչացնելով և այլն։
Այս դեպքերի առնչությամբ հարուցված քրեական գործն ընթանում է արդեն մեկ տարի, և միայն այն փաստը, որ դրա շրջանակներում տուժող է ճանաչվել 21 լրագրող և օպերատոր, իսկ մեղադրանք է առաջադրվել ընդամենը 9 անձանց, վկայում է, որ Հատուկ քննչական ծառայության ձեռնարկած քայլերը չեն համապատասխանում բռնությունների ծավալներին։
Նախաքննության անընդունելի ցածր արդյունավետության մասին է խոսում նաև այն, որ վերջին 8 ամիսների ընթացքում մեղադրանք է ներկայացվել միայն 1 անձի։ Մինչդեռ համացանցում և ԶԼՄ–ների արխիվներում առկա տեսանյութերում բացահայտ երևում են մի քանի տասնյակ բռնություններ իրականացնողներ։
Մենք՝ ներքոստորագրյալներս, ևս մեկ անգամ վերհիշելով 2016 թվականի հուլիսյան իրադարձությունների առնչությամբ լրագրողներին հասցեագրված ՀՀ նախագահի ներողությունը, պահանջում ենք իշխանություններից անաչառություն դրսևորել, պատշաճ արդյունավետությամբ իրականացնել նախաքննությունը և պատասխանատվության ենթարկել բոլոր մեղավորներին՝ անկախ զբաղեցրած պաշտոններից։ Հակառակ դեպքում մենք ստիպված ենք լինելու փաստել, որ Հայաստանում կոծկվում են լրագրողների դեմ ուղղված նույնիսկ լայնածավալ բռնություններն ու խոչընդոտումները։
