 Սահմանադրական բարեփոխումները միտված են Հայաստանի ապագային և երկրի անվտանգության տեսակյունից որևէ խնդիր չեն կարող առաջացնել:Այս մասին ասաց ԱԺ ՀՀԿ խմբակցության պատգամավոր, պաշտպանության,անվտանգության և ներքին գործերի մշտական հանձնաժողովի նախագահ Կորյուն Նահապետյանը՝ անդրադառնալով ընդդիմադիրների հնչեցրած տեսակետին,թե պատերազմական Õ �րավիճակում գտնվող Հայաստանի համար սահմանադրական բարեփոխումների գնալն «արկածախնդրություն է»և վտանգավոր երկրի ապագայի համար:

«Նախ ես առաջին հերթին վտանգավոր եմ համարում ընդդիմադիրների «արկածախնդրություն»ձևակերպումը, որովհետև սահմանադրական բարեփոխումները միտված են Հայաստանի ապագային և անվտանգության միջավայրի առումով ես որևէ խնդիր չեմ տեսնում: Եթե խնդիրը վերաբերում է զինված ուժերի գերագույն գլխավոր հրամանատարի` զինված ուժերի ղեկավարմանը,ապա դրանց կապակցությամբ տրվել են պարզաբանումներ:Սահմանադրական բարեփոխումների նախագծում զինված ուժերի օգտագործման,ղեկավարման և կառավարման հետ կապված շատ արդյունավետ լուծումներ են տրված&raquo ;,- «Արմենպրես»-ի հաղորդմամբ՝ ընդգծեց Նահապետյանը: Պատգամավորի խոսքով՝ ինչպես պատերազմի ժամանակ,այնպես էլ ոչ պատերազմական իրավիճակում հստակ երևում է,թե ովքեր են ղեկավարելու և կառավարելու զինված ուժերը: «Այս ամենը կապել միայն մեկ անձի՝ այն է հանրապետության նախագահի հետ, անընդունելի է: Այսինքն,ասել, թե քանի որ զինված ուժերի գերագույն գլխավոր հրամանատարն այլևս հանրապետության նախագահը չէ, և դրանով մենք խնդիրներ ենք ստեղծում մեր անվտանգության համար,ես կարծում եմ չափազանցված է և իրականությանը չի համապատասխանում»,-հավելեց ԿորյÕ �ւև Նահապետյանը:

Ամենակարևորը երկրում մարտունակ, կազմակերպված,արհեստավարժ զինված ուժեր ունենալն է:Սա է երկրի անվտանգության թիվ մեկ գրավականը:Իսկ թե ինչպես կղեկավարվեն և կկառավարվեն զինված ուժերը,դրա կապակցությամբ նոր սահմանադրական փոփոխություններով տրվել են հստակ կարգավորումներ: «Ես որևէ վտանգ կամ սպառնալիք չեմ տեսնում մեր անվտանգության միջավայրի համար այդ համատեքստում»,-եզրափակեց պատգամավորը՝ հավելելով,որ ոչ հիմնավոր է համարում այս հարցում ընդդիմադիրների շեշտադրումներն ու հարցադրումները:

Սահմանադրական բարեփոխումների հանրաքվեի դրված նախագծով պատերազմական ժամանակ զինված ուժերի գերագույն գլխավոր հրամանատարը կլինի հանրապետության վարչապետը,ով լիազորված կլինի նշանակել զինված ուժերի հրամանատար:Առաջարկվող փոփոխություններով զինված ուժերի զինվորական ամենաբարձր պաշտոնատար անձը գլխավոր շտաբի պետն է,որը վարչապետի առաջարկությամբ նշանակվում է ՀՀ նախագահի կողմից:
