Հաշմանդամություն ունեցող անձանց խնդիրների լուծման գործում դրական և բացասական փոփոխություններ են նկատվում

Վերջին տարիներին հաշմանդամություն ունեցող անձանց սոցիալական ներգրավվածության հետ կապված դրական փոփոխություններ են կատարվել Երևանում: Նրանց տրվել է հնարավորություն աշխատելու ինչպես պետական, այնպես էլ` մասնավոր հաստատություններում: Այս մասին օգոստոսի 2-ին լրագրողների հետ հանդիպմանը խոսեց հաշմանդամություն ունեցող անձանց խնդիրներով զբաղվող «Ունիսոն» ՀԿ նախագահԱրմեն Ալավերդյանը:
«Ե՛վ դրական, և՛ բացասական միտում կա հաշմանդամների իրավունքների պաշտպանության, հասարակությունում նրանց ներգրավվածության հարցում: Մի քանի ամիս առաջ վիճակագրական տվյալների համաձայն Հայաստանում գրանցված 210 000 հաշմանդամ կա, իսկ այսօր ստուգեցի ու տեսա, որ նրանց թիվը տասը հազարով պակասել է: Բացատրությունը հետևյալն է. խստացվել են, մասնավորապես, երրորդ խմբի հաշմանդամության չափորոշիչները: Դա մտահոգիչ է, քանի որ այդ հազարավոր մարդկանց ճակատագրերը կախված են նաև իրենց կարգավիճակից, նրանց մատուցվող ծառայություններից, որոնցից նրանց զրկում են»,- նշեց Ալավերդյանը:
Նրա խոսքով` ամառվա տապին հաշմանդամները նույնպես կցանկանային մեկնել հանգստանալու, բայց նրանց համար Երևանից դուրս հանգիստը վայելելու համապատասխան պայմաններ գրեթե չկան: Դա լուրջ խնդիր է, որը պետք է պետական մակարդակով լուծվի:
«Դրական միտումն այն է, որ տարբեր նախարարություններ համագործակցում են ՀԿ-ների հետ, և վերջերս մենք առաջարկեցինք հաշմանդամներին սայլակների փոխարեն հավաստագրեր տրամադրել: Բյուջեն քիչ է, և անձի կարիքներին համապատասխան սայլակ պետությունը չի կարողանում տալ, ուստի որոշակի ստանդարտներին համապատասխան տեսականի է ձեռք բերում: Հաշմանդամություն ունեցող մարդկանցից շատերը պարզապես չեն կարողանում օգտվել դրանցից: Ավելի լավ կլինի հավաստագրերի միջոցով նրանց տրամադրել գումար, որով նրանք կկարողանան գտնել իրենց խնդիրներին համապատասխան սայլակը: Նախագիծը պատրաստ է, և հուսանք, որ հաջորդ տարի այն կգործի»,- ընդգծեց նա:
Ալավերդյանը կարևորեց կրթության դերը` շեշտելով, որ ՀՀ դպրոցներից շատերում ընդունված է ներառական կրթությունը, բայց, միևնույն է, ուսումնական հաստատություններում հաճախ չկա հաշմանդամներին համապատասխան սանհանգույց, քիչ են մասնագետները, որոնք անմիջականորեն աշխատում են խնդիրներ ունեցող երեխաների հետ, և այլ բացեր:
Արմեն Ալավերդյանը շեշտեց, որ Երևանի փողոցները, անցումները մատչելի են դարձել ինչպես հենաշարժական խնդիրներ ունեցողների, այնպես էլ կույրերի, խուլերի համար: «Կան ձայնային լուսացույցներ, որոշ երթուղիներում հայտարարվում են կանգառները: Բայց, ցավալիորեն, անմխիթար վիճակ է ՀՀ մարզերում»,- եզրափակեց նա:
