Ազգային ժողովի ՀՀԿ խմբակցությանքարտուղար Գագիկ Մելիքյանը չի կիսում ընդդիմադիրների այն կարծիքը, թե պատերազմական իրավիճակում գտնվող Հայաստանի համար սահմանադրական բարեփոխումների անցկացնելը «արկածախնդրություն է» և վտանգավոր քայլ երկրի անվտանգության համար:

Հոկտեմբերի 20-ին «Արմենպրես» լրատվական գործակալության մամուլի սրահում լրագրողների հետ հանդիպմանը պատգամավորն ընդգծեց, որ չի կիսում այդ կարծիքը, և այդ հարցում յուրաքանչյուր քաղաքական ուժ իր տեսակետն ունի: «Ես այն կարծիքին եմ, որ ընդդիմադիրները նման կերպ ուղղակի փորձում են լարել իրավիճակը, ինչը, համոզված եմ, նրանց չի հաջողվի: Դա իրականությանն այնքան էլ մոտ տեսակետ չէ»,- «Արմենպրես»-ի հաղորդմամբ, ընդգծեց պատգամավորը:

Նա ընդունում է, որ Հայաստանը դեռ պատերազմական իրավիճակում գտնվող երկիր է և սահմաններին լարվածություն կա՝ հավելելով, որ դա չի նշանակում, թե Հայաստանը քաղաքական առումով պետք է առաջընթաց չունենա: «Այո, Հայաստանը գտնվում է պատերազմական իրավիճակում, այո, սահմանին լարվածություն կա, որը եղել է վերջին 20 տարում՝ զինադադարի կնքումից հետո: Այն տարիների, օրերի ընթացքում աճել կամ նվազել է, սահմանային լարվածություն միշտ եղել է: Դա չի նշանակում, որ մենք քաղաքական առումով որևէ առաջընթաց քայլ չպետք է րականացնենք»,- եզրափակեց պատգամավորը:

Սահմանադրական բարեփոխումների հանրաքվեի դրված նախագծով պատերազմական ժամանակ զինված ուժերի գերագույն գլխավոր հրամանատարը կլինիհանրապետության վարչապետը,ով լիազորված կլինի նշանակել զինված ուժերի հրամանատար:Առաջարկվող փոփոխություններով զինված ուժերի զինվորականամենաբարձր պաշտոնատար անձը գլխավոր շտաբի պետն է,որը վարչապետի առաջարկությամբ նշանակվում է ՀՀ նախագահի կողմից:
