«Հայոց աշխարհ»-ը զրուցել է Միգրացիոն պետական ծառայության պետ Գագիկ Եգանյանի հետ: Ներկայացնում ենք հատված:

 

-Արտագաղթը Հայաստանի համար շարունակում է մնալ ազ­գային անվտանգության սպառնալիք. ըստ Վիճակագրական ծառայության՝ նախորդ տարվա նույն ժամանակահատվածի հա­մեմատ բնակչության թիվը նվա­զել է 15200-ով:

-Նախ ասեմ, որ այս խնդիրը խիստ մտահոգում է մեր կառա­վարությանը: Այդ մտահոգու­թյան վկայությունն այն է, որ եթե մինչև 2012 թվականը այդ երևույթի վերաբերյալ տվյալնե­րը ստացվում էին միջազգային կազմակերպությունների ֆինանսական աջակցությամբ իրա­կանացվող հետազոտությունների շնորհիվ, ապա հիմա կառա­վարությունն ինքն է նման հետա­զոտությունների պատվիրա­տուն:

Նպատակն այն է, որ ունե­նանք մշտապես թարմացվող տեղեկատվություն, և գործադի­րի մատը միշտ լինի զարկերակի վրա: Հայ-սլավոնական համալ­սարանում կա ձևավորված թիմ, որը պետբյուջեի միջոցներով իրականացնում է նման հետազոտություններ:

Ցավոք, դրական փոփոխու­թյուններ դեռ չեն արձանագրվել, նկատի ունեմ, որ բնակչության շրջանում ավելի շատ են արտա­գաղթելու տրամադրություննե­րը: Հետազոտությունները ցույց են տալիս, որ Հայաստանից մեկ­նողների թիվը անհամեմատ գերազանցում է ժամանողների թվին: Վերջին տարիներին չի եղել արտագաղթի կտրուկ աճ, սակայն այն թվերը, որ կան, ան­շուշտ, մտահոգիչ են:

-Սակայն քիչ չեն մարդիկ, որոնք ամենևին չլինելով վատ սոցիալական վիճակում, այնուհանդերձ երկրից հեռանալ են ու­զում, ասում են՝ ապագայի հան­դեպ հույս չկա: Ու սա առանց հե­տազոտությունների, անզեն աչ­քով էլ նկատելի է: Ի դեպ, մտա­հոգիչն այն է, որ այդպես մտա­ծողների մեջ մեծ թիվ են կազ­մում երիտասարդները:

-Այդ բոլորը Դուք ասում եք՝ առանց հիմնվելու որևէ հետա­զոտության վրա, դա Ձեր անձնական նկատառումներն են, Ձեր սեփական եզրակացությունը,  դրա համար թույլ տվեք չընդու­նել որպես ամենավերջին ճշ­մարտություն:

Արտագաղթը մի երևույթ է, որը միմիայն հնարավոր է գնա­հատել հետազոտությունների ճանապարհով, քանի որ միայն այդպես կարող ենք ստանալ ճիշտ տեղեկատվություն և տալ հստակ գնահատական: Մնացա­ծը մարդկանց մտահոգություն­ների տիրույթից են, նրանց անձ­նական, տեսողական դաշտի արդյունք են: Երբեմն ասում են՝ արդարության պակասից են փախչում, ես էլ հարց եմ տալիս՝ անարդարությունից փախչելով ո՞ւր եք գնում, Ռուսաստա՞ն, ար­դար երկի՞ր եք գնում:

Ինչ վերաբերում է երիտա­սարդության շրջանում արտա­գաղթի բարձր թվերին, այն, որ 16-60 տարիքային խմբերի գե­րակշռող մասը՝ մինչեւ 80 տոկոսն արտագաղթողներ են, նորություն չէ, այս վիճակը սկսվել է դեռ 90-ականներից:
