Եթե մենք պետություն ունենայինք, ժողովուրդն այդ վիճակի չէր լինի, դրանից պետք է սկսել ամեն ինչ. Tert.am-ի հետ զրույցում ասաց բնապահպան Լևոն Գալստյանն՝ անդրադառնալով  Տավուշի մարզի Հաղարծին գյուղի բնակիչների դժգոհությանը, ովքեր  փակել էին Երևան-Իջևան ավտոճանապարհը և պահանջում էին թույլատրել մոտակա անտառներից փայտ դուրս բերել:

«Քանի որ ժողովուրդն այս վիճակում է, դրա գլխավոր մեղավորը պետությունն է՝ իր կառավարիչներով, ովքեր հասցրել են ժողովրդին այդ վիճակին: Ժողովրդի ամենաէլեմենտար պայմանները բավարարելու փոխարեն, թողել են անարգել կտրել ծառերը, գողանալ, հիմա էլ, օրերից մի օր, որոշել են արգելել»,-ասաց նա:

Ըստ բնապահպանի՝ միանշանակ պետք է անտառը պահպանել և հասկացնել տեղացիներին, որ ոչ միայն բնությունից են գողանում, այլ նաև իրենց սերունդներից: «Մարդիկ պետք է հասկանան՝ մեկ ուրիշ տեղ, որ մարդիկ անտառ չունեն, բա ինչո՞վ են ապրում։ Մեծ մասը սովորել է անտառից գողանալ, հեշտ ձև է՝ ճանապարհները, մեթոդները, աշխատող շղթան գտել են, ստացել են եկամուտ և ապրել են։ Այնպես չի, որ մենակ իրենց տան վառելիքի համար էին տանում այդ ծառերը, բոլորը շատ լավ գիտեն դրա մասին: Բայց օրինակ բերեմ, երբ երեխայիդ թողնում ես տարիներ շարունակ անել մի բան և հետո մի օր ասում ես չէ, չի կարելի անել, այդ երեխան չի լսի քեզ»,-ասաց նա:

Լևոն Գալստյանի խոսքով՝ պետք է անտառը պաշտպանել և ծառահատումները նվազագույնի հասցնել: «Բայց մեր մոտ եղել է անկառավարելի, անվերահսկելի վիճակ, ով ունեցել է հնարավորություն, կապեր, այդ շղթայի մեջ է եղել, ոնց ուզել, ինչքան ուզել կտրել է։ Մնացածը, ով էլ չի եղել շղթայի մեջ, մի կերպ վառելափայտն են ապահովել իրենց համար, այնպես չէ որ բոլորը դրանով են ապրում»,-ասաց նա:

Լևոն Գալստյանը երկրորդական է համարում այն դիտարկումը, թե, ըստ էության, բողոքը բեմադրություն է, և այդ մարդկանց դուրս են հանել ավելի խոշոր փայտ արտահանողների բիզնես շահերից ելնելով, քանի որ հայտնի է, որ որոշ ընտրյալներին է հնարավորություն տրված ծառեր կտրել և մեծ մեքենաներով դուրս բերել: «Հիմա ո՞վ է կազմակերպել, ինչո՞ւ է կազմակերպել, ինչի՞ համար, դա, իրականում, երկրորդական է: Հետո հայտնի է, որ այդ տարածքի՝ Հաղարծինի հատվածի մի քանի գյուղերի բնակիչներ ակտիվ անտառահատությամբ էին զբաղվում: Բոլորն էլ գիտեին դրա մասին, պետությունն էլ լավ գիտեր։ Եթե դու սովորեցրել ես, որ էտ ժողովուրդը պետք է գողություն անի և անպատիժ մնա, քանի որ, կոպիտ ասած, ուղղակի կամ անուղղակի դու ես կազմակերպում այդ գողությունը, հետո խոսել դրա մասին, կարծում եմ, անիմաստ է»,-ասաց նա:

Լևոն Գալստյանը հստակեցրեց, որ արգելքը վերաբերում է «Դիլիջան ազգային պարկ» ՊՈԱԿ-ին, որը պահպանվող տարածք է, և այնտեղ ծառահատում չի թույլատրվում:

«Կոնկերտ այնտեղ են խստացվել անտառահատումը, որովհետև այդ տեմպերով 20-30 տարի եթե շարունակենք կտրել, մենք անտառները կվերցնենք: Դա այնքան ակնհայտ է, որ դրա մասին խոսելը, կարծում եմ, անիմաստ է: Բայց մյուս տարածքները Հայ անտառի իրավասության տակ են, այնտեղ խստացում չկա, շարունակում են, և դրանով  է պայմանավորված, որ հուզումներ չկան»,-ասաց նա:
