Մեկ ամիս առաջ՝ հուլիսի 4-ին տեղի ունեցած միջադեպը սահմանին նոր իրավիճակի առաջացման յուրատեսակ մեկնակետ էր: Դրան հետեւեց լարվածության որոշակի մեծացումը: Ռուսաստանը նորագույն սպառազինության հերթական խմբաքանակը մատակարարեց Ադրբեջանին, որից հետո պարզ դարձավ, որ կրկին խախտվել է ուժերի հավասարակշռությունը:

Այս հանգամանքը լուրջ մտահոգություն առաջացրեց Հայաստանում ու Արցախում, եւ փորձագիտական շրջանակներում կրկին սկսեցին խոսել ռազմական գործողությունների վերսկսման հավանականության մասին: Կոմանդոսն այս կապակցությամբ հայտարարեց, որ շատ բան պարզվելու է հուլիսին: Այնուհետեւ, երբ հուլիսն անցավ, մեզ հետ զրույցում նա հայտարարեց, որ գնում է Արցախ հանգստանալու, ռազմական գործողություններ առայժմ չեն լինի:

Ի՞նչ պարզվեց հուլիսին: Հայկական կողմն ի պատասխան Ադրբեջանի հայտարարությունների ու նորագույն սպառազինության ձեռքբերման՝ հայտարարեց, որ նոր պատերազմի դեպքում այդ երկիրը կորցնելու է տարածքներ, «անվտանգության գոտին» ընդլայնվելու եւ խորանալու է: Հայաստանը մասնակցեց ՆԱՏՕ-ի լայնածավալ զորավարժությանը Վրաստանում, արտաքին քաղաքական ու տնտեսական հարաբերությունների աշխուժացման քայլեր կատարեց:

Ըստ ամենայնի, կար ինչ որ ծրագիր, կամ դրա կանխազգացում, որը հայկական կողմին մղեց նման քայլերի: Դա որոշակիորեն հավասարակշռեց իրավիճակը եւ եթե նույնիսկ չկանխեց, ապա հետաձգեց այն:

Հուլիսը ցույց տվեց, որ քիչ թե շատ կոշտ դիրքորոշումն ու սեփական շահերի հետապնդումը լիովին այլ իրավիճակ են ստեղծում, նախեւառաջ հանում են հայկական կողմի՝ ղարաբաղյան խնդրում այսպես ասած կանխատեսելիության հանգամանքը, ինչը Ադրբեջանին հնարավորություն էր տալիս մի կողմից առաջ տանել իր ռազմական դիվանագիտությունն ու պահանջները, մյուս կողմից՝ Ռուսաստանին բերել իր պահանջների դաշտ:

Խնդիրն այն էր, որ Ադրբեջանի «պատերազմի իրավունքը» փաստացի հնարավոր էր դառնում Հայաստանի պահվածքի շնորհիվ: Փոխելով քաղաքականությունն ու մոտեցումները Ղարաբաղի խնդրում, Հայաստանը կարող է զրկել Ադրբեջանին դրանից, առավել եւս այն իրավիճակում, երբ շահագրգիռ արտաքին կողմերը ապրիլի պատերազմից հետո արդեն արել են դա:

Իր հերթին, նոր քաղաքականությունը կարող է ազատել նաեւ Ռուսաստանին Ադրբեջանի հանդեպ պարտավորություններից:

Այս ամենը իհարկե չի նշանակում, որ Ադրբեջանը կարող է հրաժարվել իր քաղաքականությունից: Սակայն Հայաստանի նոր քաղաքականության դեպքում արդեն Ադրբեջանի ամեն մի կրակոցն աշխատելու է ոչ միայն իր, այլեւ Ռուսաստանի դեմ: Իսկ դա լիովին փոխում է իրավիճակը, այդ թվում՝ պատերազմի իրավունքն անցնում է հայկական կողմին՝ դրանից բխող հետեւանքներով:

Ներկայում բարդ, սակայն բարենպաստ իրավիճակ է նոր քաղաքականության համար: Հայաստանն այս հնարավորության համար վճարել է բավական թանկ, թեեւ կարելի էր խուսափել կորուստների զգալի մասից: Ինչ որ կասկածելի «կարգավորման» համար պատերազմից փախչելը բերում է ավելի մեծ կորուստների, պատերազմի իրավունքը հաստատելը փոքրացնում է դրա հավանականությունը կամ մասշտաբները:
