«Շփման գոտիներից հանել դիպուկահարներին, հատուկ սարքավորումներ տեղադրել». Հոգլանդ

Լեռնային Ղարաբաղի հակամարտության կողմերի համար եկել է վստահության ամրապնդմանն ուղղված քայլերի ժամանակը, հայտարարում են միջազգային միջնորդները: ԵԱՀԿ Մինսկի խմբի ամերիկյան համանախագահ դեսպան Ռիչարդ Հոգլանդը «Ամերիկայի Ձայն»-ի հայկական եւ ադրբեջանական ծառայությունների հետ զրույցում հույս է հայտնել, որ առաջիկայում այս ուղղությամբ կարվեն որոշակի քայլեր.
«Գիտակցում եմ, որ այս պահին բարդ կլիներ ամբողջական ապառազմականացման հասնել, չնայած, որ դա շատ ցանկալի է, սակայն մենք պետք է նվազեցնենք ռազմական բախումների հավանականությունը»:
Դեսպանի խոսքով, առաջին հերթին անհրաժեշտ է սահմանամերձ եւ շփման գոտիներից հանել դիպուկահարներին, ավելացնել միջազգային դիտորդների քանակը եւ հատուկ սարքավորումներ տեղադրել.
«Երբ երկու զինված կողմ բարդ տեղանքում միմյանց մոտ են գտնվում, բախման միջադեպի հնարավորություն միշտ կա»:
Միջնորդները մեծ ակնկալիքներ ունեն առաջիկայում Նյու Յորքում նախատեսված Հայաստանի եւ Ադրբեջանի արտգործնախարարների հանդիպմից, որին աշնանը կարող են հետեւել բանակցություններ արդեն նախագահներ Սարգսյանի եւ Ալիեւի մակարդակով: Իսկ ի՞նչ նոր առաջարկներ ունեն միջնորդները նախագահներին.
«Առկա է համապարփակ մի փաստաթուղթ, սակայն կան նաեւ դրան հասնելու քայլեր եւ փուլեր եւ ես հույս ունեմ, որ բարձրագույն մակարդակով հաջորդ բանակցությունների ընթացքում կողմերը լուրջ աշխատանք կկատարեն եւ նույնիսկ եթե վերջնական կարգավորմանը հնարավոր չլինի հասնել, կհայտարարեն որոշակի քայլերի մասին»:
Ըստ դեսպանի՝ խնդրի կարգավորման հիմնաքարը փոխզիջումներ գտնելն է, որոնք կապառազմականացնեին իրավիճակը եւ տարածաշրջանի ժողովուրդների համար խաղաղություն, բարգավաճում եւ անվտանգություն կբերեին: Այդ խնդրի շուրջ Միացյալ Նահանգները շարունակում է աշխատել նաեւ Ռուսաստանի հետ, չնայած երկու երկրների միջեւ վատթարացող հարաբերություններին.
«Միմյանց հետ մեր աշխատանքի մեջ բացարձակապես որեւէ բան չի փոխվել, համանախագահների շրջանում մեր հարաբերությունները չեն փոխվել: Քաղաքական գործիչները կարող են միմյանց բախվել, սակայն մեզ համար աշխատանքը շարունակվում է եւ մենք կատարում ենք այն ձեռք ձեռքի տված»:
Մինսկի խմբի ամերիկյան համանախագահն ընդգծել է, որ Վաշինգտոնի եւ Մոսկվայի միջեւ ամենաբարդ հարաբերությունների պայմաններում անգամ եղել են ոլորտներ, որտեղ աշխատանքը շարունակվել է, ինչպես այն շարունակվում է այսօր ղարաբաղյան հակամարտության ուղղությամբ ԱՄՆ-ի, Ռուսաստանի եւ Ֆրանսիայի միջեւ:
