ԱՄՆ-ն կպարզի՝ Հայաստանին ստիպե՞լ են ԵՏՄ մտնել

Խորհրրդարանի աշնանային նստաշրջանին «Ելք» խմբակցության պատգամավորները սպառնում են Եվրասիական միությունից դուրս գալու գործընթաց սկսել: Ճիշտ է, այս հարցում համաձայնություն չկա անգամ խմբակցության ներսում, սակայն խմբակցության երեք առաջնորդներից երկուսի՝ Էդմոն Մարուքյանի եւ Արամ Սարգսյանի հայտարարությունների շնորհիվ թեմայի վրայից հանվեց տաբուն, եւ որոշակի քննարկում սկսվեց:
Կարելի է նկատել, որ իշխող ՀՀԿ-ի ներկայացուցիչները հաճույքով մտնում են այդ քննարկման մեջ, եւ չնայած հիմնական փաստարկը մնում է ԵԱՏՄ «անայլընտրանքայնությունը», այդուհանդերձ ՀՀԿ-ն կարծես թե ցուցադրաբար այլ փաստարկներ չի բերում՝ ցույց տալով դրանց բացակայությունը:
ՀՀԿ խմբակցության ղեկավար Վահրամ Բաղդասարյանը նույնպես հայտարարել է, որ «Հայաստանը ԵՏՄ-ից բացի այլընտրանք չուներ»: Նա, սակայն, այնպես է ասել, կարծես թե Հայաստանն ընտրում էր ոչ թե ԵՄ եւ ԵՏՄ միջեւ, այլ ԵՏՄ մտնելու կամ չմտնելու միջեւ: Իրականում Հայաստանն այլընտրանք ուներ: Մենք կարող էինք ԵՏՄ չմտնել եւ պահպանել արտադաշինքային կարգավիճակը, ինչպես օրինակ Ադրբեջանն արեց: Սակայն 2013 թվականի սեպտեմբերի 3-ի գիշերն ըստ երեւույթին Սերժ Սարգսյանին ասել են, որ այլընտրանք չունի: Իսկ դա ոչ թե միջամտություն է, այլ հարկադրանք:
Այսպես թե այնպես, Հայաստանի խորհրդարանում աշնանը կարող է քննարկում սկսվել այս հարցով, եւ այն անխուսափելիորեն կբերի մեկ արդյունքի՝ Հայաստանը ստիպված էր ԵՏՄ մտնել՝ չնայած ի սկզբանե հայտնի էր, որ դա տնտեսական դրական արդյունքներ չի տա:
Ինչպես նշում են Հայաստանի իշխանությունները, եթե Հայաստանը հրաժարվեր անդամակցելուց, «ավելի վատ կլիներ»: Ընդ որում, թե Ռուսաստանը, թե Հայաստանը պնդում են, որ Հայաստանը կամավոր է անդամակցել ԵՏՄ-ին եւ հարկադրանք չի եղել:
Ռուսաստանի դեմ ԱՄՆ նոր պատժամիջոցների մասին օրենքում կետ կա, որը վերաբերում է Ռուսաստանի միջամտությանը երկրների ներքին գործերին՝ նրանց ընտրության, քաղաքականության եւ ինտեգրացիոն ուղու վրա ազդելու նպատակով: ԱՄՆ-ում անգամ 250 միլիոն դոլար ծավալով հիմնադրամ է ստեղծել, որն ուղղվելու է Ռուսաստանի միջամտությանն ու հարկադրանքին դիմագրավելուն: Գումարը հիմնականում ուղղվելու է Ուկրաինային, Վրաստանին եւ Մոլդովային, որոնք պնդում են, որ Ռուսաստանը միջամտում է իրենց քաղաքականությանը:
Հայաստանում մոտ ժամանակներս դժվար թե խոսեն Ռուսաստանի միջամտությանը հակազդելու մասին, այդ թվում՝ «անայլընտրանք» Եվրասիական միություն մտնելու ժամանակ: Միգուցե աշնանը քննարկում սկսվի, որի ժամանակ փաստարկներ կներկայացվեն, որոնք կհաստատեն միջամտությունը:
