«Նոր սեփականատեր՝ «Տաշիր գրուպի» հայտնվելով՝ ՀԷՑ-ում բուռն փոփոխություններ են սկսվել։ Իսկ որտեղ փոփոխություններ, այնտեղ նաև դժգոհություններ։ Հոկտեմբերի 17-ին չորս մասնաճյուղերի միավորման արդյունքում ձևավորվել է ՀԷՑ-ի «Կենտրոն» մասնաճյուղը, որի տնօրեն է դարձել «Մուսալեռ» մասնաճյուղի տնօրեն Դավիթ Ղազինյանը։ Երևանի պետական համալսարանի իրավաբանության ֆակուլտետի երկարամյա դեկան, սահմանադրական բարեփոխումների հանձնաժողովի անդամ Գագիկ Ղազինյանի որդին, որը տնօրինում էր ՀԷՑ-ի Արմավիրի, Արագածոտնի տարածքային կառույցը, տեղափոխվել է Երևան և տեղավորվել «Հարավ» մասնաճյուղի տնօրենի կաբինետում։ ՀէՑ-ում, սակայն, այս նշանակումն այնքան չեն վերագրում հեղինակավոր հայրիկին, որքան Ղազինյանի քավորին՝ Հովիկ Աբրահամյանին։ Իսկ «Հարավի» տնօրենին՝ Գագիկ Ղազարյանին, տեղափոխել են այլ աշխատանքի՝ որպես ՀԷՑ-ի տնօրենի խորհրդական։
Միավորված «Կենտրոն» մասնաճյուղում այժմ լարված դրություն է, խուճապ։ Աշխատակիցները հետևում են, թե ինչպես է փոխվում աշխատանքային մթնոլորտը։ Իրենց պետը երբեք թիկնապահներով չի շրջել, Ղազինյանն առաջին իսկ օրվանից ուղեկցող մեքենաներով է շրջում։ Նա շենքում տեղափոխություններ է անում, նոր կարգեր հաստատում։ Մարդիկ սպասում են, որ իրենց կամ կազատեն աշխատանքից՝ եռամսյա աշխատավարձի չափով նպաստ տալով, կամ մեկ տարով կուղարկեն կադրերի ռեզերվ՝ հետագայում ազատելու հեռանկարով։ Թեև նշում են, որ մնացողներին ասվել է՝ աշխատավարձերը բարձրանալու են։ Իսկ մինչ այժմ նրանք բավականին ցածր են ստացել՝ 90-100 հագար դրամ աշխատավարձ, և պլանը 100 տոկոսով կատարելու դեպքում՝ 40– 50 հազար դրամ պարգևատրում»,–գրում է թերթը։
