«Այսօրվա դրությամբ 176 հազար ՀՀ քաղաքացի փաստացի զրկված է սահմանադրական փոփոխությունների հանրաքվեին մասնակցելու հնարավորությունից։ Բանն այն է, որ հենց այդքան մարդ ունի միայն նույնականացման քարտ և ոչ անձնագիր։ Այս թիվը, «Ժողովուրդ»–ի հարցմանն ի պատասխան, տրամադրեցին ՀՀ ոստիկանությունից։ Ինչպես հայտնի Է՝ ՀՀ իշխանությունները ուղիներ են փնտրում, որպեսզի ընտրողներին թույլատրեն նույնականացման քարտերով ևս քվեարկել։ Ու եթե այդ մոտեցումը կյանքի կոչկի, ապա դա ընտրությունները կեղծելու լրացուցիչ գործիք կդառնա։ Ինչպե՞ս, բացատրենք։ Մեկ մարդը հնարավորություն կունենա ուրիշների փոխարեն տարբեր տեղամասերում անթիվ քվեարկել՝ ընտրացուցակները լրացնող ՏԸՀ անդամի օժանդակությամբ, քանի որ երկրի ներսում գործածվող նույնականացման պլաստիկ քարտի վրա բնակության հասցե չկա նշված։ Իսկ այդ քարտը կարդացող սարքերը թանկ են և անգամ մասնավոր շատ բանկերում չկան տեղադրված։
Բայց մյուս կողմից էլ հարյուր-հազարավոր մարդիկ չեն կարող ընտրելու իրավունքից զրկվել։ Հետևաբար հարց է առաջանում՝ ի՞նչ անել։ Այս թնջուկի լուծումը աշխարհի շատ երկրներում, այդ թվում մեր հարազատ Ֆրանսիայում, արդեն լուծվել է «ընտրական վկայականների» ներդրմամբ։ Այդ համակարգի էությունն այն է, որ քաղաքացուն ընտրությունների համար առանձին փաստաթուղթ է տրվում, որը անձնագրի պես հատուկ պաշտպանվածություն ունի։ Եվ ընտրական ցուցակներում էլ ընդգրկվում Են միայն այն քաղաքացիների անունները, որոնք դիմել և ստացել են այդ փաստաթուղթը։ Իհարկե, դեկտեմբերի 6-ին կայանալիք սահմանադրական հանրաքվեից առաջ նման համակարգ ներդնելու հեռանկարն այնքան էլ իրատեսական չէ. ժամանակ չկա, բայց 2017-ի Աժ ընտրություններից առաջ այդ խնդիրը հնարավոր կլինի լուծել։ Բայց արդյո՞ք ՀՀ իշխանությունները կցանկանան գնալ այդ օրինական ճանապարհով, բանն այն է, որ այդ դեպքում ընտրացուցակները ևս մեխանիկորեն կմաքրվեն «գոյություն չունեցող» կամ արտագաղթած ընտրողներից»,–գրում է թերթը։
