Հյուսիս-հարավի նպատակով որոշ տարածքների նկատմամբ ճանաչվեց գերակա հանրային շահ

Հյուսիս-հարավ ճանապարհային միջանցքի ներդրումային ծրագիր-Տրանշ 2-ի շրջանակներում Հայաստանի Հանրապետության վարչական սահմաններում գտնվող որոշ տարածքների նկատմամբ կառավարությունը ճանաչեց բացառիկ գերակա հանրային շահ: «Արմենպրես»-ի փոխանցմամբ, գերակա շահ ճանաչվող 8 տարածքները գտնվում են Աշտարակ-Թալին ճանապարհահատվածի կառուցման համար անհրաժեշտ տարածքում՝ Արագածոտնի մարզի Ուջան, Կոշ, Կաքավաձոր համայնքներում:
Ծրագրի իրականացման արդյունքում կստեղծվեն արդյունավետ ենթատարածաշրջանային տարանցիկ ճանապարհներ, կմեծանա առևտրի շրջանառությունն ու մրցակցությունը, կնվազեն փոխադրումների ծախսերը, կմեծանա շուկաների, աշխատատեղերի և սոցիալական ծառայությունների հասանելիությունը, կզարգանա ենթատարածաշրջանային ու պետական տրանսպորտային ցանցը:
Ծրագրի արդյունավետ իրականացումը չի կարող ապահովվել առանց սեփականության օտարման, քանի որ դրանք գտնվում են ծրագրով նախատեսված` կառուցվող ճանապարհի օտարման գոտում և անհնար է ապահովել ծրագրով նախատեսված ճանապարհի կառուցումն ու ճանապարհի համար կենսական նշանակություն ունեցող մյուս պայմանները` առանց դրանց օտարման:
Սեփականության ձեռքբերող է հանդիսանում Հայաստանի Հանրապետությունը, որի անունից հանդես է գալիս «Տրանսպորտային ծրագրերի իրականացման կազմակերպություն» ՊՈԱԿ-ը: Սեփականության օտարման գործընթացը սկսելու վերջնաժամկետը 2017 թվականի դեկտեմբերի 30-ն է:
