ԵԱՏՄ շրջանակներում հնարավոր չի լինի ամբողջապես հրաժարվել ամերիկյան դոլարի կիրառումից. ռուսաստանցի տնտեսագետ

ԱՄՆ կողմից Ռուսաստանի նկատմամբ կիրառված պատժամիջոցները լուրջ վնաս չեն հասցնում ՌԴ տնտեսությանը թե՛ միջնաժամկետ, թե՛ երկարաժամկետ հեռանկարում: Այս մասին Tert.am-ի հետ զրույցում ասաց ռուսաստանցի տնտեսագետ Անդրեյ Նալգինը:
«Անգամ միջնաժամկետ հեռանկարում այս պատժամիջոցները լուրջ վնաս չեն հասցնում Ռուսաստանի տնտեսությանը: Դրա ընդհանուր գումարային վնասը հաշվվում է ՀՆԱ-ի տոկոսային մասից:
Բայց երկարաժամկետ հեռանկարում պատժամիջոցները, որոնք փակում են ռուսաստանյան շատ ընկերությունների համար ճանապարհը դեպի արտասահմանյան էժան ֆինանսավորում և արևմտյան առաջադեմ տեխնոլոգիաներ, կնվազեցնեն Ռուսաստանի մրցակցային հնարավորություններն աշխարհում: Հավանաբար, սա է միջազգային պատժամիջոցների ամենակարևոր վնասը»,- ասաց տնտեսագետը:
Ա. Նալգինը նշեց, որ պատժամիջոցներն անմիջականորեն կազդեն միայն ԵԱՏՄ անդամ պետությունների այն ընկերությունների վրա, որոնք համագործակցում են իրավաբանական այն անձանց հետ, ովքեր ընդգրկված են պատժամիջոցների ցուցակում:
Նման ընկերությունների նկատմամբ, ըստ Անդրեյ Նալգինի, հնարավոր է նաև, որ ԱՄՆ և ԵՄ լիազորված մարմինների կողմից անցկացվեն ստուգումներ, ինչպես նաև սահմանվեն սահմանափակումներ:
«Բայց նման սահմանափակումները, չեմ կարծում, թե ներկայումս հնարավոր է, որ կյանքի կոչվեն»,-նշեց տնտեսագետը:
Ինչ վերաբերում է ռուսական շրջանակներում շրջանառվող այն կարծիքներին, որ հնարավոր է՝ պատժամիջոցներ սահմանվեն նաև ԵԱՏՄ անդամ-պետությունների վրա, ապա Նալգինն ասաց, որ դա հնարավոր կլինի միայն այն դեպքում, եթե ամերիկյան լիազորված մարմինները կասկածեն, որ ԵԱՏՄ անդամ-երկրների ընկերությունները օգնում են պատժամիջոցների ցուցակում ընդգրկված անձանց շրջանցել նրանց վրա կիրառված սահմանափակումները, բայց դա էլ, ըստ նրա, ներկա պահին հավանական չէ:
Խոսելով ՌԴ փոխնախարար Սերգեյ Րյաբկովի հայտարարության մասին, որ Մոսկվան պլանավորում է նվազեցնել կախվածությունը ամերիկյան դոլարից, ապա Նալգինը նշեց, որ ռուսաստանյան տնտեսության կախվածությունը ամերիկյան դոլարից արդեն իսկ նվազել է 1990թ.-ի հետ համեմատ:
«Ռուսական ռուբլին ԵԱՏՄ շրջանակներում մի շարք գործարքների ժամանակ օգտագործվում է որպես հաշվարկային արժույթ: Ռուսական վճարային բանկային «Միր» (Мир) քարտը ևս նվազեցնում է կախվածությունը արտասահմանյան վճարային համակարգից: Այլ հարց է, որ հնարավոր չի լինի ամբողջապես հրաժարվել դոլարի կիրառումից: Ռուսական ռուբլին դեռևս կայուն արժույթ չէ անգամ ԵԱՏՄ շրջանակներում լայն կիրառելիության համար: Այնպես որ, կարծում եմ, որ սա հեռավոր ապագայի հարց է»,- շեշտեց տնտեսագետը:
