Որսն արգելելը՝ ժամանակի պահանջ՝ զգուշացնում է ՀՀ արդարադատության նախկին նախարարը

ՀՀ Արդարադատության նախկին նախարար Հովհաննես Մանուկյանը ֆեյսբուքյան իր էջում գրում է. «Կոստա Ռիկան արգելել է որսը 2012 թվականին, Բոտսվանան՝ 2014 թվականին ․․․ Քենիան համապարփակ արգելք է սահմանել որսի և ցանկացած որսավարի առուվաճառքի նկատմամբ 1977 թվականից։ Քենիայի օրինակը աֆրիկյան մայրցամաքի առաջին և յուրահատուկ փորձն էր, երբ երկիրը առաջին անգամ կոմերցիոն օգուտ սկսեց ստանալ ոչ թե կենդանական աշխարհի ոչնչացումից, այլ դրա պահպանությունից։
 
Այս երկրի ֆաունայի փրկությունն իրականացավ տուրիզմի օգնությամբ։ Ստեղծվեցին և ամրապնդվեցին ազգային պարկերը, լիակատար վերացվեց որսագողությունը։ Վերադառնանք եվրասիական տարածաշրջան և մշակութաբանորեն մեզ առավել մոտ իրականություն։
 
Ղազախստանը 2016 թվականի նոյեմբերից լիակատար արգելեց գարնանային որսը (փետրվարի 16-ից հունիսի 14-ը ժամանակահատվածում)։ Բնական, տեխնածին և այլ աղետները հաճախ խթանիչ են դառնում հասարակությունում վաղուց հասունացած խնդիրների լուծումներն արագացնելու համար։ Կարծում եմ վերջին աղետը հենց այս օրինակներից է։ Հայաստանում անհրաժեշտ է արգելել որսը (առնվազն գարնանային որսը միարժեք և անհապաղ պիտի արգելվի)։
 
Մեր երկրում որսը չունի արդյունաբերական նշանակություն։ Սիրողական և սպորտային որսը մարդկանց փոքր խմբի համար ժամանցային և վայելքի նշանակություն ունի և հանրային որևէ պահանջ չի բավարարում։ Պետությունը պարտավոր չէ փոքրաթիվ անհատների ժամանցի համար տրամադրել հանրային սեփականությունը, առավել ևս վտանգի տակ դնել երկրի բնաշխարհի էկոհամակարգը։
 
Հայաստանում պետք է իրականացվի բացառապես սանիտարականը որս, կառավարության կանոնակարգած արտոնագրման ընթացակարգով և խիստ հանրային վերահսկողության ներքո։ Որոշակի առանձնահատկություն կարող է սահմանվել ստորջրյա որսի համար, բայց դա բացառությունների շարքից է։
 
Հայ քաղաքական ներկապնակում կանաչների կամ էկոլոգիական գաղափարախոսությունը պոպուլյար չէ, չկա այս ծրագրային պլատֆորմով քաղաքական պայքար մտած ուժ, իսկ հիմնական քաղաքական խաղացողների օրակարգում այս թեմատիկան կամ բացակայում է կամ դեկլարատիվ բնույթ է կրում։ Այս դաշտում բավականին ազդեցիկ և ակտիվ է հանրային էլեմենտը և դա թերևս ներգործության միակ ռեսուրսն է այս կարևոր ուղղությամբ։
 
Ժամանակն է խթանել հանրային քննարկումները այս ոլորտում և ակտիվացնել բոլոր սուբյեկտների (պետություն, քաղաքական ուժեր, հասարակական միավորումներ և այլն) ջանքերը խնդրի արագ և արդյունավետ լուծման համար։ Վաղը ուշ կլինի ․․․»
