Հաջորդ տարվանից դատապարտյալներին ծանրոց ուղարկելը կկատարվի էլեկտրոնային տարբերակով
SOCIETYՀՀ կառավարությունը հավանության արժանացրեց Քրեակատարողական հիմնարկներ ծանրոցների ուղարկումն էլեկտրոնային տարբերակով իրականացնելուն ուղղված որոշման նախագիծը:Հոկտեմբերի 22-ի կառավարության նիստում հարցը ներկայացնող ՀՀ արդարադատության նախարար (ԱՆ) Արփինե Հովհաննիսյանը նշեց, որ ԱՆ քրեակատարողական հիմնարկներում կալանավորված անձանց և դատապարտյալներին ուղարկվող ծանրոցները, հանձնուքներն ու փաթեթները հիմնականում ընդունվում են քաղաքացիների կողմից ՔԿՀ-ներ բերելու միջոցով: «Բերողներն էլ կալանավորների կամ դատապարտյալների հարազատներն են: Սա մի քանի խնդիր է միանգամից առաջացնում` հարազատների համար դժվարություններ, արգելված առարկաներ ՔԿՀ-ներ ներթափանցելու հնարավորություն, որը ենթադրում է երկարատև ստուգման գործընթաց և նաև քրեակատարողական հիմնարկների ծառայող-դատապարտյալի հարազատ շփման միջոցով հնարավոր կոռ ուպցիոն ռիսկեր»,-նկատեց նախարարը:
Նշյալ նախագծով առաջարկվում է գործընթացն իրականացնել էլեկտրոնային տարբերակով` պատվեր ուղարկելու միջոցով: «Պատվերը կընդունի «Աջակցություն դատպարտյալին» հիմնադրամը, կկապվի քրեակատարողական հիմնարկի վարչակազմի հետ, արդյունքում վարչակազմը դատապարտյալից գրավոր ստրագրություն ստանալու միջոցով կհաստատի, որ այդպիսի պատվերի անհրաժեշտություն կա և ծանրոցը կհասնի դատապարտյալին»,-ներկայացրեց Արփինե Հովհաննիսյանը:
Համաձայն որոշման նախագծի` կալանավորված անձին կամ դատապարտյալին ծանրոցներ, հանձնուքներ և փաթեթներ կարող են փոխանցվել նաև ՀՀ արդարադատության նախարարության քրեակատարողական ծառայության պաշտոնական ինտերնետային կայքէջի (www.ced.am)» միջոցով՝ պատվերներ կատարելով: Առցանց պատվեր կատարող անձը կայքէջի միջոցով ծանոթանում է առցանց պատվեր կատարելոÖ ‚ ծառայությունների վճարովի մատուցման պայմանագրին, որով սահմանված պայմանների ընդունումից հետո կարող է կատարել պատվեր: Առցանց պատվեր կատարելու համար պատվիրատուն կայքէջի «կատարել պատվեր» կոճակի միջոցով ձևակերպում է պատվերի հայտը՝ նշելով անուն, ազգանուն, հայրանուն, էլեկտրոնային փոստի հասցե, քրեակատարողական հիմնարկի անվանումը, կալանավորված անձի կամ դատապարտյալի անուն, հայրանուն և ազգանունը, ծննդյան օրը, ամիսը և տարեթիվը:
Քրեակատարողական ծառայությունում էլեկտրոնային համակարգի ներդրմամբ փաստաթղթաշրջանառությունը հիմնադրամի և համապատասխան քրեակատարողական հիմնարկի միջև կկատարվի էլեկտրոնային համակարգի միջոցով: Որոշումն ուժի մեջ կմտնի պաշտոնական հրապարակմանը հաջորդող իննսուներորդ օրը:
